3. The total acreage contained in the site is 800 acres. <br /> The lease allows for 640 acres to be picked out of the 800 <br /> acres for landfill purposes . In the first ten (10) years <br /> of operation approximately` 2, 816,925 cubic yards of material <br /> were received. Approximately 10 acres of the site have been <br /> used during the first ten years of operation. This yields <br /> 218, 693 cubic yards per acre. With 630 acres remaining in <br /> the site and using the volume based on 1976 operation of <br /> 643, 000 yards per year, we would have a remaining life of <br /> 214 . 27 years. It is anticipated however that the annual <br /> volume will increase and thus a more realistic remaining <br /> life figure would be 100 years. The general location of the <br /> existing disposal site is shown on the map attached hereto. <br /> The access to the site is from the north along Waverly Road. <br /> The paved portion of Waverly Road ends at the entrance to <br /> the "Foothill" site. The access to the site is by way of a <br /> left hand turn. The left hand turn does not present any <br /> problems with traffic in that the unpaved portion of Waverly <br /> Road to the south of the entrance to the dump site is very <br /> seldom used. The access road to the dump site is a gravelled <br /> road and provides all weather access . The present dumping <br /> site is situated approximately 2, 000 feet east of the county <br /> maintained Waverly Road. Control of unauthorized access is <br /> by way of fences and a gate across the entrance road to the <br /> site. The gate is locked after normal operating hours and <br /> the county franchised operators are provided keys to the <br /> gate to allow their access on a 24 hour basis. The estimated <br /> traffic volume to the site on a daily basis consists of <br /> approximately 22 trucks with trailers, approximately 25 <br /> householders, and a variable number of commercial haulers <br /> averaging perhaps 5 trips per day. The commercial haulers <br /> are generally in trucks , usually ten-wheelers. Householders <br /> arrive in various vehicles such as personal automobiles with <br /> trailers and pickup trucks. <br /> 4. See plot plan attached. <br /> 5. See the plot plan attached. <br /> 6. See the plot plan attached. <br /> 7. The sequence of use of the site will be first in phase <br /> I, then in Phase II, then in Phase III as shown on the plot <br /> plan attached. No more than 70 acres will be put to use for <br /> disposal at any given time. As the fill progresses, the <br /> acreage already filled will be restored so as to provide <br /> irrigated pasture or grazing. The use permit covering the <br /> dump site includes all of Section 12 and the North half of <br /> the North half of Section 13 of Township 2 North, Range 9 <br /> East Mount Diablo Base and Meridian, and therefore permit <br /> revisions or additional approvals would appear not to be <br /> required. The present drainage plan for the site is to <br /> maintain a drainage of the filled area to the east to a <br /> natural basin. The eventual and final plan would be to <br /> provide the irrigated pasture area with a slope of 1 to 2 <br /> tenths per 100 feet to the east to a natural drainage basin. <br /> -4- <br />
