intentionally modify the drainage system
when they landscape their properties or
construct other improvements.
If an alternative method of drainage was
used, either an community pond or terminal
drainage to Mormon Slough, neither of these
possible problems could arise as a public
entity would maintain the drainage facilities,
alleviating these possible problems.
In Spring and Fall, shallow ponds might re-
tain water long enough during warm weather
too cause mosquito harborage. Connection to
terminal drainage would avoid this possible
problem.
B. Energy Consumption:
Construction of the subdivision will consume
energy in the form of fuel for engine operation
and electricity for tool operation. This im-
pact will be relatively small compared to the
energy used to operate the subdivision over its
entire existence.
This energy will consist of electricity and
natural gas for space heating/cooling or to
operate appliances and gasoline for automobile
use.
The amount of energy required to maintain a
comfortable temperature within the dwelling
accounts for the bulk of the energy use in
the dwelling. The design construction and
orientation of the structure can greatly
affect the amount of energy used for this
purpose. Employment of these measures would
mitigate the impact of energy consumption by
reducing it to an insignificant level.
For maximum energy conservation, houses should
be heavily insulated, should be provided with
south oriented windows shaded from the summer
sun and should be well sealed at all windows
and doors etc. If in addition to these mea-
sures solar heating and cooling were provided,
little if any supplemental energy would be
necessary for heating and cooling. At present,
San Joaquin County has no ordinances or policies
requiring energy conservation beyond the State
regulations requiring insulation.
-15-
