Connection to <br /> terminal drainage would avoid this possible <br /> problem. <br /> B. Energy Consumption: <br /> Construction of the subdivision will consume <br /> energy in the form of fuel for engine operation <br /> and electricity for tool operation. This im- <br /> pact will be relatively small compared to the <br /> energy used to operate the subdivision over its <br /> entire existence. <br /> This energy will consist of electricity and <br /> natural gas for space heating/cooling or to <br /> operate appliances and gasoline for automobile <br /> use. <br /> The amount of energy required to maintain a <br /> comfortable temperature within the dwelling <br /> accounts for the bulk of the energy use in <br /> the dwelling. The design construction and <br /> orientation of the structure can greatly <br /> affect the amount of energy used for this <br /> purpose. Employment of these measures would <br /> mitigate the impact of energy consumption by <br /> reducing it to an insignificant level. <br /> For maximum energy conservation, houses should <br /> be heavily insulated, should be provided with <br /> south oriented windows shaded from the summer <br /> sun and should be well sealed at all windows <br /> and doors etc. If in addition to these mea- <br /> sures solar heating and cooling were provided, <br /> little if any supplemental energy would be <br /> necessary for heating and cooling. At present, <br /> San Joaquin County has no ordinances or policies <br /> requiring energy conservation beyond the State <br /> regulations requiring insulation. <br /> -15- <br />
