Surface and Subsurface Contamination Report Irerracon <br />Sandhu Property Mountain House, California <br />August 12, 2021 Terracon Project No. NA217037 <br />3.0 PAST AND CURRENT SOURCES OF CONTAMINATION <br />3.1 Research Methods <br />Terracon reviewed other federal, state, local, and proprietary databases provided by ERIS. A list <br />of the additional reviewed databases is included in the regulatory database report included in <br />Appendix D. <br />3.1.1 Federal and State/Tribal Databases <br />Regulatory database information was provided by ERIS, a contract information services <br />company. The purpose of the records review was to identify environmental concerns in <br />connection with the site. Information in this section is subject to the accuracy of the data <br />provided by the information services company and the date at which the information is updated, <br />and the scope herein did not include confirmation of facilities listed as "unmappable" by <br />regulatory databases. <br />The site is not identified in the regulatory database. <br />Based on a review of the regulatory report, Vacant Property Mountain House / Sandhu Brothers <br />Farm (23577 South Mountain House Parkway), identified as the eastern adjoining property, is <br />listed on the San Joaquin County - Complaints and Incident Reports (COMPL SANJOAQ), <br />GeoTracker Cleanup Program Sites (CLEANUP SITES) and San Joaquin County - Site <br />Mitigation List (SML SANJOAQ) databases. Terracon reviewed the State Water Resources <br />Control Board (SWRCB) online database GeoTracker for records relating to the listings. <br />According to the November 2020 Limited Site Investigation, prepared by Terracon, in December <br />2003, a piece of farming equipment ruptured a Chevron crude oil pipeline (now owned by <br />Crimson California Pipeline) and released approximately 31,500 gallons of oil approximately <br />270 feet east of the site. Terracon collected 36 soil samples from 16 soil borings advanced to 10 <br />to 30 feet below ground surface (bgs) from the area near the release to determine the extent of <br />contamination. Groundwater was not encountered during the investigation. The collected soil <br />samples were analyzed for total petroleum hydrocarbons as gasoline (TPH-g), diesel (TPH-d), <br />and motor oil (TPH-mo), volatile organic compounds (VOCs), organochlorine pesticides (OCPs), <br />and chlorinated herbicides (CHs). Soil borings S61, S137, SB10, and SB14, located in a linear <br />fashion approximately 100 feet east of the site, reported maximum TPH-g and TPH-d <br />concentrations in exceedance of the 2019 Department of Toxic Substance Control (DTSC) <br />screening levels for commercial/industrial soil. Following sampling activities, between February <br />25 and March 11, 2020, Ponder Environmental Services of Benicia, California coordinated the <br />loading, transportation and disposal of 8,623.45 tons of stockpiled soil from the site to the Waste <br />Management Facility in Livermore, California. Additionally, during the same period (February 25 <br />and March 11, 2020), a total of 15,962.03 tons of stockpiled soil was transported to the <br />Recology Facility in Vacaville, California for disposal. <br />Responsive ■ Resourceful ■ Reliable 5 <br />
