18201 W Grant Line Road Project No. 2021-00083 Page 14 <br />2.4 Interviews <br />2.4.1 User Information <br />An attempt was made to obtain historical as well as current information relative to the subject <br />property from the property owner or key site manager of the property and client. An Environmental <br />Questionnaire and Disclosure Statement was completed by the client and User Representative <br />Marshall Swift, on October 14, 2021. A copy of the responses has been included in this report as <br />Appendix D. <br />In responses to the questionnaire, Mr. Swift indicated a title report or environmental report has been <br />prepared for the property; Mr. Swift provided Parcel Map PA -1800160 indicating Parcel 3 as the <br />subject property and signed by surveyor Scott Sturm on March 4, 2021. He was not aware of any <br />environmental liens or land use limitations recorded against the property. He indicated he did not <br />have specialized knowledge or experience relating to environmental conditions on the property. <br />Mr. Swift indicated there was no other purpose for the completion of this SSCR, beyond satisfying San <br />Joaquin County requirements for parcel division. He indicated the proposed future use of the <br />property is commercial/retail development. <br />2.4.2 Owner Information <br />Mr. Prabiot Singh, owner/developer for Mountain House Square, Inc., was interviewed via a <br />questionnaire (Appendix D) regarding current and historical use of the subject property. Mr. Singh <br />indicated the subject property (APNs: 209-450-35) was purchased in 2016 Mountain House, LLC. <br />The subject property is currently vacant/undeveloped land. No other known use of the subject <br />property is reported, including historic agricultural use. No know storage tanks are reported and no <br />known structures have been removed. Mr. Singh is not aware of any pending, threatened or past <br />litigation or violations relevant to hazardous substances or petroleum products, in connection with <br />the subject property. Past use of the site was not reported. No previous assessor parcel numbers <br />have been reported. <br />3.0 PAST AND CURRENT SOURCES OF CONTAMINATION <br />3.1 Research Methods <br />Petralogix employs a standard practice for review of database information. On a street map showing <br />the location of the subject property, a circle is drawn one-quarter mile out from the property <br />boundaries, and street maps or web -based mapping services are then used to determine address <br />ranges for all streets within the quarter mile.
