It is <br /> logical for the developer of the first development <br /> within the area to prepare such a Master Plan - in <br /> this case, the Traina Brothers. " <br /> 4. Condition No. 2.c. A master drainage plan shall be pre- <br /> pared for the area approved by GP-86-1/ZR-87-34. A com- <br /> munity drainage pond shall be constructed in conformance <br /> with the master drainage plan and the standards of the <br /> Department of Public Works. <br /> Basis of Appeal: It is inappropriate to put a master <br /> drainage system in because of the permeability of the soil <br /> in the area. If drainage facilities (such as drainage <br /> swales ) are needed, the details can be worked out with the <br /> Public Works Department. The ground is so absorbent, it <br /> would be a waste of effort, an eyesore, and an additional <br /> cost to the County to maintain if a storm drainage system <br /> were required. <br /> Response: The Department of Public Works responds as <br /> follows: <br /> "Our Department' s conditions are the preparation of a <br /> master drainage plan for the area as provided for by <br /> Ordinance Code Section 9-10002 (c) (3 ) , and community <br /> drainage pond for the subdivision. With the construc- <br /> tion of houses and roadways, there will be a signifi- <br /> cant increase of impervious surfaces as well as an <br /> increase in drainage runoff . Localized flooding con- <br /> ditions can occur with normal intensity storm even <br /> with good soil permeability conditions. A community <br /> pond will attenuate the localized flood conditions. <br /> We recommend a community pond rather than an indivi- <br /> dual pond based on the following: <br /> 1. Our experience indicates the lack of regular <br /> maintenance of the individual pond by the <br /> property owner. <br /> 2 . A community pond will be regularly maintained <br /> by a public agency. <br /> 3 . The efficiency of a septic system may be <br /> affected with a drainage pond and a septic <br /> system on the same parcel. <br /> "The master storm plan will furnish a guide to provide <br /> storm facilities for future developments and to elimi- <br /> nate duplication of storm facilities.
