r
Plan to ensure adequate traffic circulation for all
properties affected, flexibility for emergency vehicle
response and orderly development for the area. It is
logical for the developer of the first development
within the area to prepare such a Master Plan - in
this case, the Traina Brothers. "
4. Condition No. 2.c. A master drainage plan shall be pre-
pared for the area approved by GP-86-1/ZR-87-34. A com-
munity drainage pond shall be constructed in conformance
with the master drainage plan and the standards of the
Department of Public Works.
Basis of Appeal: It is inappropriate to put a master
drainage system in because of the permeability of the soil
in the area. If drainage facilities (such as drainage
swales ) are needed, the details can be worked out with the
Public Works Department. The ground is so absorbent, it
would be a waste of effort, an eyesore, and an additional
cost to the County to maintain if a storm drainage system
were required.
Response: The Department of Public Works responds as
follows:
"Our Department' s conditions are the preparation of a
master drainage plan for the area as provided for by
Ordinance Code Section 9-10002 (c) (3 ) , and community
drainage pond for the subdivision. With the construc-
tion of houses and roadways, there will be a signifi-
cant increase of impervious surfaces as well as an
increase in drainage runoff . Localized flooding con-
ditions can occur with normal intensity storm even
with good soil permeability conditions. A community
pond will attenuate the localized flood conditions.
We recommend a community pond rather than an indivi-
dual pond based on the following:
1. Our experience indicates the lack of regular
maintenance of the individual pond by the
property owner.
2 . A community pond will be regularly maintained
by a public agency.
3 . The efficiency of a septic system may be
affected with a drainage pond and a septic
system on the same parcel.
"The master storm plan will furnish a guide to provide
storm facilities for future developments and to elimi-
nate duplication of storm facilities.
