A master water distribution plan shall <br /> be prepared for the area approved by GP-86-1/ZR-87-34. A <br /> public water system shall be constructed in conformance <br /> with this master plan and the requirements of the Local <br /> Health District and the Department of Public Works. Test <br /> wells shall be drilled, and supporting evidence shall be <br /> provided that demonstrates the water will meet Title 22 <br /> primary and secondary safe drinking water standards . <br /> Basis of Appeal: This project should be considered under <br /> the development standards in effect prior to May 28, 1987. <br /> The subdivision application was submitted under the <br /> assumption that the project would be served by individual <br /> wells. A central water system is out of the question to <br /> serve 13 houses. It would be impossible to develop in a <br /> cost effective manner. <br /> Response: The Department of Public Works respond as <br /> follows: <br /> "Our Department ' s condition is the preparation of a <br /> master distribution system, as provided for by <br /> Ordinance Code Section 9-1002 (3 ) , and a public water <br /> system Code Section for the subdivision. Our recom- <br /> mendation for a public water system is based on the <br /> information from the Local Health District that orga- <br /> nic chemical contamination has been found in the vici- <br /> nity, and future development in the area will be <br /> served by a public water system. The public water <br /> system will be properly maintained and monitored by a <br /> County agency. In the event of contamination, the <br /> County Maintenance District will have better resources <br /> to resolve the problem rather than private property <br /> owners. <br /> "The subdivider indicates that the tentative applica- <br /> tion was filed prior to May 28, 1987, and, therefore, <br /> should be subject to the same conditions imposed on <br /> the tentative map filed to that date. It is noted <br /> that, recently, the same type of conditions were <br /> imposed by staff on Johnathon Estates (a 7-lot sub- <br /> division in the Morada area) . The Planning Commission <br /> subsequently relieved the subdivider of the <br /> conditions. " <br /> Basis of Appeal: There would be no benefit to having a <br /> public water system as far as the rural fire district is <br /> concerned.
