Banta-Carbona Irrigation District canal. The Tracy Rural
Fire District did not insist on a central water system.
Response: The Tracy Rural Fire District recommended that
the area should be served with a public water system for
fire protection. The County Fire Warden recommended a
public water system or residential sprinkler protection
with individual wells and pressure tanks.
Basis of Appeal: Statements made by the Local Health
District at the Planning Commission hearing were not
accurate. The chloroform found in the underground water
area should have been stated in parts per billion, not
parts per million. In addition, the source of the chloro-
form contamination has been identified and is being miti-
gated. This is a temporary problem which should not enter
into a decision as to whether or not the subdivision
should install a public water system or not.
Response: The Local Health District responds as follows:
"A public water system is inspected, sampled and moni-
tored on a routine basis. This service assures the
users that water quality standards related to bac-
teria, chemical , pressure and volume are in compliance
with the requirements of Title 22 California
Administrative Code.
"Documented water quality tests on wells within the
proposed development area indicate marginal water
quality for nitrates, Total Dissolved Solids (TDS) and
Specific Conductance (S.C. ) . These small public water
systems are being monitored and subject to the
installation of water treatment equipment if future
tests indicate that they exceed State Maximum
Contaminant Levels (MCL) .
"California Regional Water Quality Control Board per-
sonnel are working on a trichloroethene (TCE ) con-
tamination problem in the groundwater on and around
the Tracy Defense Depot. The Depot is located within
a 0 . 5 mile radius of the proposed development.
Regional Water Quality Control Board personnel are
also working on a chloroform contamination problem
approximately 0. 5 mile south of the proposed
development.
"A public water system is the only entity required to
be routinely monitored for the potential migration of
these chemicals offsite and into the surrounding water
wells. Individual residential water wells would not
be subject to this routine monitoring.
BOS LETTER PAGE 5
