The Tracy Rural <br /> Fire District did not insist on a central water system. <br /> Response: The Tracy Rural Fire District recommended that <br /> the area should be served with a public water system for <br /> fire protection. The County Fire Warden recommended a <br /> public water system or residential sprinkler protection <br /> with individual wells and pressure tanks. <br /> Basis of Appeal: Statements made by the Local Health <br /> District at the Planning Commission hearing were not <br /> accurate. The chloroform found in the underground water <br /> area should have been stated in parts per billion, not <br /> parts per million. In addition, the source of the chloro- <br /> form contamination has been identified and is being miti- <br /> gated. This is a temporary problem which should not enter <br /> into a decision as to whether or not the subdivision <br /> should install a public water system or not. <br /> Response: The Local Health District responds as follows: <br /> "A public water system is inspected, sampled and moni- <br /> tored on a routine basis. This service assures the <br /> users that water quality standards related to bac- <br /> teria, chemical , pressure and volume are in compliance <br /> with the requirements of Title 22 California <br /> Administrative Code. <br /> "Documented water quality tests on wells within the <br /> proposed development area indicate marginal water <br /> quality for nitrates, Total Dissolved Solids (TDS) and <br /> Specific Conductance (S.C. ) . These small public water <br /> systems are being monitored and subject to the <br /> installation of water treatment equipment if future <br /> tests indicate that they exceed State Maximum <br /> Contaminant Levels (MCL) . <br /> "California Regional Water Quality Control Board per- <br /> sonnel are working on a trichloroethene (TCE ) con- <br /> tamination problem in the groundwater on and around <br /> the Tracy Defense Depot. The Depot is located within <br /> a 0 . 5 mile radius of the proposed development. <br /> Regional Water Quality Control Board personnel are <br /> also working on a chloroform contamination problem <br /> approximately 0. 5 mile south of the proposed <br /> development. <br /> "A public water system is the only entity required to <br /> be routinely monitored for the potential migration of <br /> these chemicals offsite and into the surrounding water <br /> wells.
