If improvements referred to herein are not complete prior to the approval of the Final Map, the subdivider shall execute an agreement with the County of San Joaquin in- suring the completion of improvements within one (1) year after filing the Final Map. C. Full street improvements in compliance with Section 9-1612 of Ordinance 2634 and with Ordinance 672 shall be provided within the subdivision. Eleventh Street shall be fully improved on the subdivided side in compliance with County standards. Curbs, gutters and sidewalks shall be provided throughout the subdivision. Left-turn pocket and acceleration-deceleration lanes shall be in compliance with County standards. Prior to submission of the Final Map or improvement plans, the Tentative Map shall be revised to comply with this condition. D. The subdivider shall agree to and shall pay users fees for the utility services from the time the improvements are accepted by the County to the end of the fiscal year, or up to a one (1) year period, as the case may be. 2. A. A terminal drainage system shall be provided to meet the requirements of the County and to provide adequate drainage for the improvements (development) . The acceptance or approval by the County of the drainage system does not re- lieve the developer (or his engineer) of the responsibility of providing an adequate drainage system. An agreement will be required of the parties concerned for the drainage. B. A public water system shall be provided conforming to the requirements of the Local Health District and the Department of, Public Works. The system shall provide adequate water supply and fire hydrants for fire protection in conformance with Section 9-1831 of Ordinance 2634 and the requirements of the County Fire Warden and the Tracy Rural Fire District. C. The public sewer system shall be constructed in conformance with the requirements of the Local Health District and the Department of Public Works. 3. Easements for utilities shall be as required by Pacific Gas and. Electric Company, Pacific Telephone and Telegraph Company, and all other public utilities. The provision of Section 9-1730 of. Ordinance 2643, as amended, requiring undergrounding of utilities shall apply. 4. Access to 11th Street shall be restricted as described in Section 9-1800 of Ordinance 2634. A fence shall be constructed along said right of way.
