A San Joaquin County Environmental Health Department document from <br />January 2000 indicates that the 4,000 -gallon diesel tank was dug up by the <br />Marsilis without a Closure Plan or permit. Sampling was completed several <br />months after the initial excavation, and the tank was decontaminated and <br />removed by Thorpe Oil. The San Joaquin County Environmental Health <br />Department deemed the sampling incomplete because sample results from <br />beneath the east end of the tank were never received. Test results from the west <br />end of the tank, east end of the tank, and stockpile were included in the file; all <br />were non -detect. It is not specified why these results were unsatisfactory. There <br />is no evidence on file that case closure was ever obtained for this tank. <br />According to the records reviewed, a 700 -gallon gasoline tank and a 350 -gallon <br />diesel or gasoline tank were removed from the Site in 2003 by Thorpe Oil. <br />Sample results were largely non -detect, though low levels of MTBE, diesel, and <br />motor oil were detected in the soil stockpile. On other paperwork from 2003, <br />three tanks are indicated removed by Thorpe Oil. A San Joaquin County <br />Environmental Health Department letter from 2004 indicates "no further action" <br />related to the three tanks removed in 2003. <br />A 1996 Complaint record for 3212 East Woodson was also on file. According to <br />the document, drug lab chemicals were dumped on the roadside. CHP closed <br />the road while Laidlaw removed the waste, "scene cleaned and reopened at 2:30 <br />p.m." Because the waste was abated under the supervision of San Joaquin <br />County Public Health Services, no current impact to the Site is anticipated. <br />These records have been included in Appendix 5 of this report. <br />Well & Septic Permits <br />Live Oak searched the San Joaquin County Environmental Health Department <br />well and septic permit files for the Site address. Two permits were identified: <br />• November 1962 permit for repair to existing residential septic system. A <br />45 -foot leach line and a 33 -inch diameter by 25 -foot deep seepage pit <br />were added to the existing system. <br />• May 1971 permit for a new septic system at warehouse. The system <br />included a 1,000 -gallon tank, a 40 -foot leach line, and a 36 -inch diameter <br />by 25 -foot deep seepage pit. <br />These permits have been included in Appendix 4 of this report. <br />LOGE 2149 5 <br />
