3 . Hazards and Hazardous Materials <br /> Prevailing winds could potentially expose people in residential areas to the South , South <br /> East and South West , with emissions of hazardous vapors through routine <br /> transportation of hazardous materials and chemicals or storage of hazardous materials <br /> and chemicals in the event of accidental release into the environment . <br /> 4 . Elevation and Grade Changes <br /> The project parcel 250 - 150 - 17 incorporates a parcel of land south of the project site . <br /> A paved 30ft Ingress Egress Easement Road named 11th street on the Demo & Site Plan . <br /> Current conditions of the projects site Elevation on parcel 250 - 150 - 16 & 17 inhibits the <br /> flow of storm water runoff on this 30ft paved Easement Road . Strom water runoff <br /> currently stands on the pavement of the Easement Road impeding Vehicle and <br /> pedestrian Ingress Egress . Standing Storm Water is degrading the quality of vehicle <br /> roadway which residents , emergency vehicles , USPS , logistics , and public access to a <br /> storage facility currently use daily . Elevation changes and Grading of the projects <br /> parcels 25045046 & 17 will significantly increase the inability for the flow of surface <br /> Storm Water , substantially increasing the hazards and degradation of the paved access <br /> road for residents , emergency vehicles , USPS , logistics , and the publics access to a <br /> storage facility . <br /> 5 . Noise <br /> This project will include operations that will have a significant impact on existing <br /> residents . The project proposing a Diesel Truck Turnaround extending south <br /> approximately half the distance of the lot will encroach upon existing residents . A <br /> substantial increase in the amount of vehicle traffic , especially Truck Traffic , will <br /> adversely affect ambient noise pollution including excessive ground vibrations for <br /> existing residents . Prevailing winds will carry noise from Diesel truck engines , air brakes , <br /> backup alarms and or trailer refrigeration motors running 24 hours 7 days a week <br /> directly into the residential areas . Large Diesel trucks diving thru the site carrying large <br /> trailer weight will send excessive ground vibration directly into residential areas . Lights <br /> installed for the project site will create a new source of a substantial light or glare <br /> sending excessive ambient lighting directly into the residential areas 24 hours 7 Days a <br /> week . Vehicle lights , especially Truck lights at the turnaround point for the fueling <br /> station will create a new source of a substantial light or glare having a direct negative <br /> impact on the resident ' s homes 24 hours 7 days a week . <br />
