Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COGKTPW7A Site Location: 2201 W WASHINGTON ST <br />Activity Summary <br />Activity Date <br />11/03/2020 Went to the Port of Stockton and met with Steven Bender who escorted me to the <br />Rough and Ready Island buildiing 20. <br />Observed boom in the water. The boom had dark staining underneath, which was <br />diesel according to Steven. I only saw a sheen of about 1.5 - 2 feet in diameter on <br />the water's surface within the boom boundary. <br />Spoke to Rod (Ross Island Manager). He gave me the Fish & Wildlife OSPR <br />contact information: Mike Caliguire (F&VV) 916-500-2369. <br />There are divers under the water who have already plugged the fuel air vents. <br />Divers are currently cutting pieces off of the barge. <br />It is unknown how much fuel has been released, but the fuel is coming from a <br />crane which is aboard the barge. The barge itself does not have a fuel tank. <br />Left port. <br />Began notice to abate. <br />Recorded by <br />MURO <br />11/04/2020 Completed Prop 65 and Emergency Response Record MURO <br />Completed the Notice to Abate and ennailed it to John Cowan at <br />jcowan@ridredge.com. Cc'd Elena Manzo. <br />Called Mike Caliguire, (F&W Oil Spill Prevention Specialist) Cell 916-500-2369. <br />Told him who I was and asked if there is anything EHD can help with. Mike stated <br />he would be at the site after completion of cleanup. I asked if he can notify me <br />when he will be out there as EHD will also conduct a final inspection after removal <br />of the barge and final cleanup. <br />11/05/2020 Updated Elena Manzo on current complaint status and discussed. MURO <br />11/09/2020 Emailed Mike Caliguire (F&VV) inquiring if there was a date for the final raising of MURO <br />the barge at: michael.caliguire@wildlife.ca.gov <br />11/10/2020 Sent Steven Bender (Port of stockton) inquiry for final raising of the barge) at: MURO <br />sbender.compliancefirst@gmail.com <br />11/12/2020 Discussed current complaint status with Elena Manzo (EHD) since I will be away MURO <br />for a few days. She requested that I send her what is pending for this complaint via <br />email. I sent Elena Manzo an email with status, pending items, and contact <br />information. <br />11/20/2020 Called John Cowan, 360-790-3165 to inquire about the barge. John stated that the MURO <br />barge is still under water, they are still working on it and doesn't have additional <br />information. <br />11/20/2020 The Prop 65 copy was returned via mail to EHD on 11/16/20 while I was out of the MURO <br />office. <br />11/30/2020 Sent Email to John Cowan and Steven Bender to request update.
