Based <br />on a review of the San Joaquin County Community Development Department website, the PF <br />zoning designation is intended to “provide for the establishment of major correctional, medical, <br />and infrastructure facilities; publicly owned recreational facilities and areas and similar facilities <br />areas; educational facilities meeting State requirements for primary, secondary, and higher <br />education; police and fire protection facilities; and supporting uses in areas where they are most <br />likely to benefit the County’s residents.” <br />According to the United States Geological Survey (USGS) Lodi South (2018), Lodi South (2015) <br />and Lodi (1968) California Quadrangles, the elevation of the site is between approximately 45 to <br />50 and 50 to 60 feet above mean sea level with a topographic gradient generally sloping towards <br />the southeast. <br />1.1.2 Proposed Development <br />Based on a review of site plans and interviews with Mr. Scheffer, the Vineyard Chapel building is <br />proposed to be expanded with an approximately 18,268 square foot (SF) addition on the north <br />side of the existing building. Improvements will include additional offices, garage, cooler, <br />restrooms, funeral rooms, break room, vault, conference room, lobby, private rooms and an <br />additional septic system (Septic System #8). <br />1.1.3 Site Vicinity <br />The adjoining northern property consists of the Islamic Cemetery (14273 N. Beckman Road). The <br />adjoining eastern property consists of vacant and/or agricultural land (14370, 14150, 14000, <br />13840 N. Beckman Road) and residences (13642, 13638, 13634 N. Beckman Road and 4825 E. <br />Harney Lane). The adjoining southern property consists of Harney Lane followed by vacant and/or <br />agricultural land (5166 E. Harney Lane). The western adjoining property consists of Highway 99. <br />A detailed vicinity and topographic map are included in Appendix A (Exhibit 1).
