The subdivider shall pay service fees for the utility ser- vices from the time the improvements are accepted by the County to the end of the Fiscal Year, or up to a one (1) year period, as the case may be. e. Frontage improvements and roadway dedication on Thomsen Road are required to conform to half of the 60 -foot right- of-way urban collector street standard. f. All interior streets shall be dedicated and improved to 50 -foot right-of-way urban street standards. g. "J" Street shall be extended to connect to Harlan Road with roadway dedication and improvements in conformance to 60 -foot right-of-way urban collector type street standards. h. A terminal drainage system shall be provided to meet the requirements of the County for adequate drainage for the development. The use of the Louise Avenue terminal line shall be supplemented with detention ponds. The storm drainage plan for the development shall conform to the Lathrop Storm Drainage Master Plan currently being developed. The developer shall agree to pay his propor- tionate share of the adopted Lathrop Area of Benefit No. 6 drainage fees, prior to the approval of the Final Map. i. A public water system shall be provided which in confor- mance to the requirements of the Local Health District, the Department of Public Works, and the Lathrop County Water District. The system shall provide adequate water supply and fire hydrants for fire protection in confor- mance to the requirements of the County Fire Warden and the local Fire District. j. The public sewer system shall be constructed in confor- mance to the requirements of the Local Health District, the Department of Public Works, and the Lathrop County Water District. k. Street lighting shall be provided for the development. 1. The property shall annex to County Service Area No. 4 (Zone A) and the Lathrop Lighting District prior to appro- val of the Final Map to provide for the operation and maintenance of storm drainage and street lighting facili- ties, respectively. m. All utilities shall be underground. Local Health District: a. Connect to public sewer and water systems. b.
