3 <br />d. The subdivider shall pay service fees for the utility ser- <br />vices from the time the improvements are accepted by the <br />County to the end of the Fiscal Year, or up to a one (1) <br />year period, as the case may be. <br />e. Frontage improvements and roadway dedication on Thomsen <br />Road are required to conform to half of the 60 -foot right- <br />of-way urban collector street standard. <br />f. All interior streets shall be dedicated and improved to <br />50 -foot right-of-way urban street standards. <br />g. "J" Street shall be extended to connect to Harlan Road <br />with roadway dedication and improvements in conformance to <br />60 -foot right-of-way urban collector type street standards. <br />h. A terminal drainage system shall be provided to meet the <br />requirements of the County for adequate drainage for the <br />development. The use of the Louise Avenue terminal line <br />shall be supplemented with detention ponds. The storm <br />drainage plan for the development shall conform to the <br />Lathrop Storm Drainage Master Plan currently being <br />developed. The developer shall agree to pay his propor- <br />tionate share of the adopted Lathrop Area of Benefit No. 6 <br />drainage fees, prior to the approval of the Final Map. <br />i. A public water system shall be provided which in confor- <br />mance to the requirements of the Local Health District, <br />the Department of Public Works, and the Lathrop County <br />Water District. The system shall provide adequate water <br />supply and fire hydrants for fire protection in confor- <br />mance to the requirements of the County Fire Warden and <br />the local Fire District. <br />j. The public sewer system shall be constructed in confor- <br />mance to the requirements of the Local Health District, <br />the Department of Public Works, and the Lathrop County <br />Water District. <br />k. Street lighting shall be provided for the development. <br />1. The property shall annex to County Service Area No. 4 <br />(Zone A) and the Lathrop Lighting District prior to appro- <br />val of the Final Map to provide for the operation and <br />maintenance of storm drainage and street lighting facili- <br />ties, respectively. <br />m. All utilities shall be underground. <br />Local Health District: <br />a. Connect to public sewer and water systems. <br />b. The existing septic systems and water wells must be <br />destroyed under permit and inspection by the Health <br />District. <br />Conditions of Approval - 2 - (SU -67-5) <br />
