II . Plans : MCTC shall prepare and submit to the Department <br /> and the Board : <br /> A. 9b3'1 "and Groundwater assessment, -Plan: MCTC shall <br /> submit a draft Soil and Groundwater Assessment Plan to the <br /> Department and the Board 'by,-December 20 .. 'I`984 . This plan shall <br /> provide for an adequate number of soil borings and shallow and <br /> deep aquifer sampling wells to assess the vertical and horizon- <br /> tal extent of any contaminant levels present in the soils and <br /> in the groundwater related to the Facility . Both the soil and <br /> groundwater assessment programs may provide for a phased imple- <br /> mentation of the assessment plan; provided, however, that both <br /> shallow and deep aquifer groundwater sampling wells shall be <br /> drilled in the initial phase of the groundwater investigation. <br /> This plan shall also address the other sampling plan criteria <br /> outlined in paragraph 1 of that document dated March S , 1984 <br /> entitled "Minimum Conditions for Corrective Actions at the MCTC <br /> Cooling Tower Company , Stockton, San Joaquin County , Cali- ` <br /> fornia. " A schedule for implementation of the soil and <br /> groundwater assessment plans shall be included in the draft <br /> submittal . <br /> 1 . The Department and the Board shall review the <br /> plan submitted in accordance with paragraphII .A <br /> above , and will approve or require amendments to <br /> that draft plan <br /> 2 . MCTC shall submit for final approval a final <br /> version of the Soil and Groundwater Assessment <br /> Plan to the Department and the Board by <br />
