C . Communitv Relations Plan: MCTC shall cooperate with <br /> the Department and the Board in the development of a Community <br /> Relations Plan . <br /> D. 0 eration Plan MCTC shall prepare and submit to the <br /> Department by January 31'1 1985 a draft of the Operation Plan <br /> that is required as the basis for issuance of a permit for the <br /> treatment , storage and/or disposal of hazarc'ous wastes at the <br /> Facility . This plan shall include a closure plan for the <br /> Facility , and shall otherwise comply with the criteria relevant <br /> to an application for a permit . This Plan shall also identify <br /> any other actions that may be necessary to brine the Facility <br /> into compliance with relevant operating standards . The Plan <br /> shall include a schedule for implementing its provisions as <br /> appropriate . The Operation Plan may be amended to incorporate <br /> provisions of the approved Mitigation Plan. <br /> E . Mitigation Plan: By the latter of (i ) dune 7 , 1985 <br /> or (ii ) 30 days after approval by the Department and the Board <br /> of the reports submitted by MCTC pursuant to paragraph IiI . 0 of <br /> this Exhibit , !MCTC shall submit a Mitigation Plan to the <br /> Department and the Board which presents and assesses alterna- <br /> tives for mitigating soil and/or groundwater contamination <br /> present at the Facility which resulted from operations at the <br /> Facility , and which recommends remedial actions that shall be <br /> implemented by MCTC after approval by the Department and the <br /> Board. This Plan shall include a schedule for implementation <br /> of the recommended alternative (s ) . <br /> 4 <br />
