SU -87-17 OF GIBRALTER <br />COMMUNITY BUILDERS <br />---------------------------------------------------------------- <br />The Planning Division has reviewed the application and offers the <br />following comments: <br />1. Comments received from this and other departments on last <br />year's submittal (SU -86-15) still appear valid. Those from <br />the Planning Division included: <br />a. There is a need for an expanded Initial Study to utilize <br />the historic EIR for this property (EIR-77-6). Update <br />the EIR as necessary in this Initial Study. Additional <br />traffic, air quality, and noise studies may be required. <br />Complete information on services is required, especially <br />the sewage facilities (including outflow). This will <br />prevent additional studies on services from having to be <br />completed once the subdivision application has been sub- <br />mitted. <br />b. Concurrent filing of a Use Permit application for develop- <br />ment of the parcels should be a requirement. The RS <br />district requires, at minimum, a Development Plan submit- <br />tal for the entire area to ensure effective review of <br />circulation, services, and environmental constraints. <br />Without this information, the environmental review must <br />anticipate "worst case" impacts. <br />C. Although the parcel design and circulation system appear <br />appropriate, this comment hinges on circulation <br />requirements/improvements of Public Works and Caltrans. <br />Again, if a site plan were available, more specific com- <br />ments could'be offered on the subdivision design. It <br />does appear, however, that the Thornton Road overpass <br />will impact the proposed circulation system. <br />
