for general minerals and nitrates. The applicant shall pay a$450.00 fee to Environmental Health to <br /> cover the cost of reviewing the annual water quality reports. <br /> c. No excavations are permitted into the groundwater table without specific approval from the <br /> Regional Water Quality Control Board, Central Valley Region (California Water Code, Chapter 4, <br /> Article 3, Section 13240). <br /> d. The materials from an excavation shall not be deposited into any watercourse or in any way <br /> contribute to the pollution thereof(California Water Code, Section 13376). <br /> e. Approved sanitary facilities must be provided for all employees (Development Title Section 9- <br /> 1100.1). <br /> 4. SAN JOAQUIN COUNCIL OF GOVERNMENTS (Contact: [209] 468-3913) <br /> a. Prior to site disturbance, the project proponent shall comply with the San Joaquin County Multi- <br /> Species Habitat Conservation and Open Space Plan (SJMSCP) (including preconstruction special- <br /> status species surveys and implementation of Incidental Take Minimization Measures) and pay <br /> appropriate mitigation fees as determined by the SJMSCP. <br /> OR <br /> b. In carrying out the operations of the proposed project, the applicant shall not take any actions that <br /> would violate the provisions of the State or Federal ESAs or any regulations promulgated pursuant <br /> thereto. Compliance with said laws shall be the sole responsibility of the applicant, and the applicant <br /> agrees to indemnify, defend and hold the County harmless from and against any claim or action by <br /> affected State or Federal agencies as to the project's compliance with said laws. <br /> bc. Any equipment subject to the District's Permit to Operate requirements must obtain an Authority to <br /> Construct from the District. <br /> b. Regulation VIII (Fugitive PM10 Prohibitions): Rules 8011-8081 are designed to reduce PM10 <br /> emissions (predominantly dust/dirt) generated by human activity, including construction and <br /> demolition activities, road construction, bulk materials storage, paved and unpaved roads, carryout <br /> and trackout, and landfill operations. <br /> c. A Dust Control Plan must be submitted as specified in Section 6.3.1 of Rule 8021.
