December 30, 2010, September 15, 2011, and December 8, 2011. Owner is uncooperative. <br />Since July 15, 2009, the EHD staff has made several attempts to contact the owner through <br />electronic mail, mailing inspection reports, site visits and phone calls. The efforts by the EHD <br />failed to result in a response by the property owner. This Penalty Order is being issued to the <br />owner/operator for failure to comply with compliance dates in the Order (see compliance dates <br />below). <br />Violations of <br />the Order to <br />Date: <br />VIOLATION <br />27 CCR 20650 <br />Grading of Fill Surfaces <br />27 CCR 20820 <br />Drainage/Erosion Control <br />27 CCR 20750 <br />Site Maintenance <br />REQUIREMENTS <br />Covered surfaces of the disposal <br />area shall be graded to promote <br />lateral runoff of precipitation and <br />to prevent ponding. Grades shall <br />be established of sufficient slopes <br />to account for future settlement of <br />the fill surface. <br />The drainage system shall be <br />designed and maintained to <br />to ensure integrity of roads, <br />structures, and gas systems <br />and prevent safety hazards and <br />exposure of waste. <br />The operator shall implement a <br />preventative maintenance program <br />to monitor and promptly repair or <br />correct deteriorated or defective <br />conditions with respect to <br />requirements of the CalRecycle <br />standards, and conditions <br />established by the EA. <br />COMPLIANCE DUE DATE <br />AND CURRENT STATUS <br />Compliance due date: <br />N&O from 11/10/08 <br />Status: Violation <br />Compliance due date: <br />N&O from 11/10!08 <br />Status: Violation <br />Compliance due date: <br />N&O from 11!10/08 <br />Status: Violation <br />
