OPPONENTS: Steve Herum, Attorney representing Indelicato Wineries , said they are opposed to this residential subdivision. He said that Anthony Indelicato, President of Indelicato Wineries, was also present. Mr . Herum went on to say that the zoning is GA-40 and the designation on the General Plan is Agriculture. He said that the request is to create 10 parcels , each less than 40 acres in size. Mr . Herum said that none of the lots are buildable because of the lack of approved access . The subdivision map will allow 10 residences to be built. Mr. Herum made the following points: - Traffic at French Camp Road and Highway 99 will be at the worst level (Level F) , according to the cumulative impact assessment for an EIR on the Gaar Ranch partnership project. The road is not built to have a lot of residential traffic on it. - Impacts with Agricultural Policies which state that agricultural land is to be preserved in large-sized parcels and in productive sizes . He said this will put more people near agricultural pro- cessing plants. This creates the possibility of controversy and lawsuits. People will complain about common agricultural prac- tices. The subject property is close to two agricultural pro- cessing operations . - It conflicts with the Zoning Code which states that the minimum lot size is to be 40 acres in a GA-40 zone. PROPONENTS: Lou Tallerico said he lives in the area and did not think the congestion on French Camp Road was as bad as was expressed by the opposition. Buz Aragon, owner of Turner Station, commented that Mr. Herum said that French Camp road would be at Level F. That would be without traffic controls and would be at the busiest time of the day. He said . that French Camp Road is very adequate at this time. Also, waiting for the train is not a major issue. Sandra Affonso, Deputy County Counsel, said that staff recommended a Negative Declaration. The reference to the EIR is for another project on the agenda at this hearing.
