Mr. Herum made the following points: <br /> - Traffic at French Camp Road and Highway 99 will be at the worst <br /> level (Level F) , according to the cumulative impact assessment for <br /> an EIR on the Gaar Ranch partnership project. The road is not <br /> built to have a lot of residential traffic on it. <br /> - Impacts with Agricultural Policies which state that agricultural <br /> land is to be preserved in large-sized parcels and in productive <br /> sizes . He said this will put more people near agricultural pro- <br /> cessing plants. This creates the possibility of controversy and <br /> lawsuits. People will complain about common agricultural prac- <br /> tices. The subject property is close to two agricultural pro- <br /> cessing operations . <br /> - It conflicts with the Zoning Code which states that the minimum <br /> lot size is to be 40 acres in a GA-40 zone. <br /> PROPONENTS: Lou Tallerico said he lives in the area and did not think <br /> the congestion on French Camp Road was as bad as was expressed by the <br /> opposition. <br /> Buz Aragon, owner of Turner Station, commented that Mr. Herum said <br /> that French Camp road would be at Level F. That would be without <br /> traffic controls and would be at the busiest time of the day. He said . <br /> that French Camp Road is very adequate at this time. Also, waiting <br /> for the train is not a major issue. <br /> Sandra Affonso, Deputy County Counsel, said that staff recommended a <br /> Negative Declaration.
