Ms. Alison Hudson <br />September 13, 1994 <br />Page 3 <br />The Department has reviewed your variance request pursuant to <br />Health and Safety Code, Section 25143 and California Code of <br />Regulations (CCR), Title, 22, Division 4.5, Chapter 10, Article 3, <br />Section 66260.210(a). You are hereby granted a variance from the <br />Hazardous Waste Facility Permit Requirements of CCR, Title 22, <br />Division 4.5, Chapters 20-21, since the hazardous wastes handled <br />and stored at your facility are insignificant as a potential hazard <br />to human health and safety, livestock, or wildlife. This variance <br />is subject to the following requirements: <br />1. All operations shall be conducted to minimize potential harm <br />to the public, operators, haulers, and the environment. All <br />associated collection personnel, contractors, and emergency <br />response personnel who will be handling hazardous waste are <br />required to wear appropriate personal safety equipment <br />including eyewear with splash guards, coveralls, gloves, <br />steel shank/toe boots, and respirators. <br />2. Emergency eye washes, showers, and fire extinguishers shall be <br />placed in locations that are readily available to collection <br />personnel. <br />3. Only those persons trained in hazardous waste management <br />(including personnel unloading waste from vehicles) will be <br />allowed to handle the waste. Job titles, job descriptions, <br />and personnel training records shall be made available on- <br />site for each person handling hazardous waste as specified in <br />CCR, Title 22, Section 66264.16(d) to substantiate training. <br />4. The name and phone number of the emergency coordinator, <br />alternate emergency coordinator, and the location and <br />telephone number of at least one local hospital with route <br />map shall be clearly posted at the event for immediate <br />reference. <br />5. Collection sponsor shall make every attempt to assure that <br />hazardous waste will be limited to 5 gallons or 50 pounds <br />per participant per trip to the collection facility. <br />Participants in violation of this limit shall be issued <br />verbal and/or written warnings by the collection personnel. <br />6. All traffic within the collection site shall be routed in a <br />one-way direction to avoid backing up or turning around. <br />
