Ms. Alison Hudson
September 13, 1994
Page 5
16. The receipt of compressed gas (greater than 20 pounds),
reactive waste, and explosives (including ammunition) will
not be permitted at the collection site (unless the staff is
able to immediately contact the appropriate authorities to
properly handle the detonation and disposal of the wastes).
Such waste will be placed in a contained area away from the
public for prompt removal by the appropriate authorities.
17. Compressed gas containers (up to twenty pounds), aerosol
cans, and smoke detectors or alarms may be collected if
directed to appropriate recycling, manufacturing or disposal
facilities.
18. All collected waste shall be secured in a fenced area,
locked building or remain under surveillance until it is
removed to prevent tampering or the possibility of spills or
accidental release. All waste must be removed from the site
within 144 hours after the collection event.
19. At the closure of the collection site, the secondary
containment system, remaining containers, soil, and any
other items that are contaminated with hazardous wastes or waste
residues shall be decontaminated or removed for appropriate
disposal. At the end of the event, the site
manager will inspect the facility to ensure that it has been
returned to its original state.
20. A manifest summary of collected materials must be submitted to
the Department, at the letterhead address within 30 days after
the completion of the household hazardous waste collection
event.
21. Personnel from the State of California Environmental
Protection Agency, Department of Toxic Substances Control
shall be allowed to enter hazardous waste collection,
segregation identification, packaging, and handling areas for
monitoring and inspection.
22. The household hazardous waste collection shall be conducted in
accordance with the information and requirements set
forth in this variance, the variance application, and all
applicable State, Federal and Local regulations. Failure to
comply may result in denial for future operations or lead to
enforcement actions.
