enforce its proper use. The site Safety and Health Officer is also responsible <br />for ensuring that no one leaves the hazardous area without going through the <br />proper decontamination steps. He/she has the discretionary shutdown <br />authority delegated to him by the Director of Regulatory Affairs. <br />4. Traffic Control / Greeter Personnel <br />Traffic Control will play an important part in the collection event. <br />Large volume of vehicles are expected and a quick and safe traffic flow is <br />crucial. The traffic control staff will be assigned by the County or Philip <br />Environmental. <br />Upon entry, a person will signal the vehicle to the staging lanes. When <br />possible, direct the car lines around the parking lot to avoid back-up at the <br />entrance and the main roads. There will be traffic cones available. <br />During the HHW collection, vehicles with business waste will be <br />directed to a separate area where they can receive information on options of <br />how to properly dispose of their waste. During the CESQG collection they <br />will be signaled to the staging lanes. <br />Once in the staging lanes, surveyors will hand out surveys to the <br />customers. These will then be collected before the customer gets to the <br />unloading area. <br />The person assigned to these tasks should keep in mind that his/her <br />objective is to minimize unloading area congestion while processing vehicles as <br />rapidly as possible. <br />S. Unloading Personnel <br />Direct the car into the unloading zone. Instruct the driver to turn off <br />the car engine and remain in his car. <br />Inspect the waste to be accepted. Notify sorting staff of unknowns, <br />spills, or unsealed containers. Ask participant to identify all unlabeled and <br />unknown waste. In the rare instance that a participant has any explosives <br />(picric acid, ether, outdated military munitions, blasting equipment), notify site <br />supervisor. (see procedure for handling explosives in Safety and Health Plan) <br />Unload accepted waste from the participant's vehicle onto the waste <br />hauling cart and move it into the waste sorting area. <br />Notify the Site Supervisor if there are problems or major spills, or if <br />anything appears questionable. In case of minor spills onto the ground or carts <br />clean-up the spill before further unloading. If no other problems occur, direct <br />traffic to exit. <br />If an explosive is encountered, stop the car where it is and alert the Site <br />Supervisor. If there is any other non -acceptable material, inform the <br />participant and give him/her a possible option for proper disposal. <br />Thick walled compressed gas cylinders MAY be accepted on a case by <br />[I - 6 <br />
