c) catalysts for fiberglass resins
d) hardeners for plastic fillers
Give these to the person working in the labpack area.
During the hours of operation, gasoline and other fuels as well as any
non -corrosive, non -oxidizing, oil-based materials may be set to the side for
bulking as alternative fuels after the termination of the collection event.
Flammable and combustible paints might also be bulked after the event.
Precautions shale be taken to prevent accidental ignition or reaction of these
wastes. These wastes shall be separated and protected from sources of ignition
or reaction including but not limited to: open flames, smoking, cutting and
welding, hot surfaces, frictional heat, sparks (static, electrical, or mechanical),
spontaneous ignition, and radiant heat. `No Smoking" signs shall be
conspicuously placed in this waste handling area. Bulking of these materials
will take place according to the following guidelines.
These guidelines will be approved by the proper agencies before the event.
a) Bulking of flammable liquids will be done in an area away from
public access
b) All personnel bulking flammable liquids must be equipped with steel
toe boots, tyvek suit, tyvek apron, chemical resistant gloves,
safety glasses, faceshield and a half face respirator with organic
vapor cartridges.
c) A 55 gallon drum will be used. All drums will be set in containment
berms in case of accidental overflow.
d) Ensure that the containers have been properly sorted. Verify
material compatibility for bulking.
e) The technician shall pour waste material into drum to minimize
splashing and avoid spilling
f1 The technician shall observe drum for any reaction, such as heat,
bubbles or noise. If noted, the technician shall immediately leave
the area and notify the site supervisor of the problem.
g) Constant watch should be kept on the fluid levels in the drum to
prevent overflow
h) All containers will be allowed to drain thoroughly, prior to
disposing of them.
i) Approximately 2 to 4 inches of head space shall be left unfilled in
each drum for liquid expansion.
J) When the drum is full, insure that it is properly sealed., remove the
funnel and replace bung lids.
k) Clean drum and check label for completeness and accuracy prior to
shipment
8. Motor Oil Area:
In this area motor oil and antifreeze are consolidated into different 55 -
gallon drums. This area is staffed by one or more people. The bulking drums
are set up as described for bulking flammable materials. When bulking, be
careful not to splash the material; for added safety all bulking personnel will be
required to wear a face shield and apron in order to reduce contamination.
WARNING! It is vital to keep a constant watch on the fluid levels in the drums
II -8
