21 October 2020
Project No. 14-3002
 Total petroleum hydrocarbons quantified as gasoline, diesel and oil range
compounds (TPH-g/d/mo) in accordance with EPA Method 8015 Modified.
 Total lead in accordance with EPA Method 6020/200.8.
 Dioxin/Furans in accordance with EPA Method 1613B.

Samples were not analyzed from every boring. Several borings were advanced for the
sole purpose of defining the limits of buried waste encountered.

The Regional Board collected one soil sample from boring B46 at 15 feet bsg (B46-15).
The soil sample was analyzed for PCBs by EPA Method 8082 (wet weight).

As stated previously, the Regional Board also collected duplicate groundwater samples
from borings B65, B67 and B78/79. The Regional Board collected a groundwater sample
from boring B79, but inadvertently labeled the sample B78. Boring B78 encountered
refusal at 2 feet bsg; B79 was advanced adjacent to B78 for soil and groundwater sample
collection.

The groundwater samples were analyzed for Perfluorooctanoic acid (PFOA) and
Perfluorooctanesulfonic acid (PFOS) by EPA Method 537.1 and the groundwater sample
collected from B78/79 was additionally analyzed for TPH-g by EPA Method 8015B.

3.4. BORING ABANDONMENT

Following sample collection, each boring was permanently sealed to prevent vertical
migration of potential contaminants. Soil borings were abandoned by backfilling with
Portland cement from the total depth to surface grade.

3.5. EQUIPMENT DECONTAMINATION AND WASTE MANAGEMENT

Geoprobe soil sampling equipment was thoroughly rinsed with clean water after being
washed with a solution of Alconox, if necessary. All soil cuttings and rinseate generated
during drilling activities were placed in Department of Transportation (DOT)-approved 55-
gallon drums, covered, labeled and stored on-site pending proper waste disposal.

4.0. SURFACE AND CONCRETE SAMPLE COLLECTION

Forty-one (41) surface samples were collected from boring locations (B30, B31, B35, and
B44 through B68 and B78) and the areas surrounding the former power plant (SS-1
through SS-11). In addition, two concrete samples (Concrete-1 and Concrete-2) were
collected from the former power plant area.
