PP-96-01 OF JOE HALLOUM <br /> ----------------------------------------------------------------- <br /> Joe Halloum is proposing a comprehensive sign plan as part of a <br /> Special Purpose Plan for approximately 28 acres zoned C-FS <br /> adjacent to Flag City. The sign plan proposes two 120 foot tall <br /> pole signs. Each sign will be double faced with 1200 square feet <br /> per face. The sign plan prohibits any other pole signs. The <br /> proposal also provides for attached signs as follows: <br /> Four square feet of building attached signage and/or awnings <br /> will be allowed per lineal foot of building frontage for <br /> first 100 feet of building frontage. One square foot of <br /> signage and/or awnings per lineal foot of building frontage <br /> over 100 feet. <br /> The current sign ordinance, the proposed sign ordinance, and the <br /> approved comprehensive sign plan for Flag City were considered <br /> when reviewing this proposal. <br /> The current sign ordinance provides that comprehensive sign plans <br /> that are adopted as part of an adopted Special Purpose Plan are <br /> not subject to the specific standards of the ordinance. <br /> If approved, proposed Text Amendment No. TA-96-03 will allow one <br /> pole sign for each parcel. The signs may be 35 feet above the <br /> nearest freeway interchange. Caltrans indicated that the surface <br /> of I-5 is elevated approximately 37 feet above ground level. <br /> Each pole sign may have a face area of 60 to 140 square feet, <br /> depending on the number of tenants. These regulations may be <br /> exceeded if the following findings can be made: <br /> 1. The proposed signs are consistent with the size of the <br /> facility and related structures, the location of the public <br /> access to the development, and other signage in the <br /> vicinity; <br /> 2 . The proposed signs reflect and support a desirable visual <br /> quality of development; and <br /> 3 . The height, size and number of the proposed signs are the <br /> minimum required to identify and direct the public to the <br /> activities, services and products available on-site. <br />
