I. The Water Supply Facilities Impact Mitigation Fee will be required when the parcels are <br /> developed. The fee is due and payable at the time of building permit application. The <br /> fee currently is $1,221.61 per single-family dwelling unit The fee shall be automatically <br /> increased on January 1 of each year at the rate of 6.9 percent An additional 3.5 percent <br /> shall be added to the fee upon payment for processing and administering the program. <br /> (Resolution R-91-327) <br /> M. Adjustment to improvements shall be made to provide for two-way traffic and for <br /> temporary cul-de-sacs located outside phase boundaries, and utility systems shall be <br /> modified to conform to County standards where the subdivision is to be recorded in <br /> phases. (Development Idle Section 9-1100.3) <br /> n. A Preliminary Soils Report is required in accordance with County standards for the <br /> purpose of determining the R-Value for the design of the roads. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County standards, and they shall be shown on the <br /> improvement plans. All utilities shall be underground except power transmission facilities of 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and <br /> as required by the public utility companies. (Development Title Section 9-1155.2) <br /> q. A grading plan shall be submitted and approved prior to approval of the Final Map. The <br /> grading plan shall contain the information listed in the UBC, Appendix, Chapter 70, <br /> Section 7006(1), with complete drainage details and elevations of adjacent parcels. <br /> Retaining wall details shall be submitted where applicable. Grading in excess of 5,000 <br /> cubic yards shall comply with Section 7014 for'Engineered Grading Requirements.' <br /> r. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax <br /> rolls, or up to an 18-month period, as the case may be. Access rights shall be dedicated and restricted for Lots 1, 2, 3, 4, 5, 429, and 430 along <br /> the frontage of French Camp Road and Lots 441 and 442 along the frontage of Dudley <br /> Road.
