Guild Winery has a pending General Plan Amendment <br /> application to change its land use designation from Industrial <br /> to Residential . <br /> According to the applicant , Southern Pacific Railroad Company <br /> is in the process of abandoning its rail right-of-way. Until <br /> Guild Winery discontinued operations last year, the winery was <br /> the only area land use served by the railroad spur . The appli- <br /> cant intends to acquire that portion of the right-of-way <br /> included in Lots 64 and 100 . The applicant will be required to <br /> provide proof of ownership prior to filing the Final Map on <br /> Unit 2 . <br /> The project presents no foreseeable land use conflicts with <br /> either existing or planned land uses in the vicinity. <br /> SUBURBAN DESIGN & IMPROVEMENTS : <br /> Site Access : <br /> One access point on Mokelumne Street was constructed in Unit 1 . <br /> A second Mokelumne Street access point will be established in <br /> Unit 2 and will be located approximately 325 feet east of the <br /> Unit 1 access . <br /> A third site access is proposed on Woodbridge Road, adjacent to <br /> Lots 64 and 100 . If approved, this access should be designated <br /> for use by emergency vehicles only. The Department of Public <br /> Works records reveal a high vehicle accident rate near the pro- <br /> posed access point , where Woodbridge Road changes directions <br /> sharply ( from northwest to west directions) . Under the <br /> Woodbridge Specific Road Plan, Woodbridge Road will be <br /> realigned and widened to make the turn more gradual . At the <br /> same time, however, Woodbridge Road will be expanded to four <br /> traffic lanes ( it now has two lanes) and become a major collec- <br /> tor . With the completion of the Chestnut Street Bridge (over <br /> the Woodbridge Irrigation District Canal ) , significantly higher <br /> traffic volumes are projected for Woodbridge Road. Staff 's <br /> position is that the establishment of new access points on <br /> major collectors should be discouraged, especially in instances <br /> such as this - where existing traffic problems have been docu- <br /> mented and adequate site access will be provided on a minor <br /> collector, Mokelumne Street . <br /> No individual lots were permitted to have direct access to <br /> Mokelumne Street in Unit 1 . The same restriction should be <br /> applied to Lots 90 , 91 , 92 , 93, 64 , and 100 of Unit 2 . <br />
