completion of the full street improvements will be the res,-, sibility of future <br /> adjacent developments. For this exception, the developer shall be required to <br /> construct the full street improvements to the street centerline plus the remainder of <br /> the median improvements (if part of the street design) plus one additional travel lane <br /> on the opposite side plus a paved shoulder. Reliance on a future adjacent development <br /> to complete the street improvements does not relieve the initial developer from <br /> designing and constructing drainage facilities to serve the exempted improvement <br /> area. <br /> C. Deferring Improvements: It is possible that the CSD may allow the deferring of street <br /> improvements (including utilities). If the developer wishes to pursue this option, then <br /> a formal written request shall be submitted to the CSD after the Tentative Map has <br /> been approved but before the approval of the Final Map. The request should define <br /> those street improvements that the developer wishes to defer. If the CSD should <br /> approve the deferment, it will be conditioned in the developer agreeing to construct <br /> the deferred improvements within a specified future time period and that a security, <br /> such as a bond, be provided the CSD guaranteeing the developer's performance. <br /> D. Standard Policy For Phased Improvements: As a condition for allowing the <br /> subdivision,the CSD requires the subdivider of each phase of the Tentative Map to <br /> improve those streets shown on the Tentative Map as well as other public rights-of- <br /> way that are needed to serve the phased development. The street improvements shall <br /> include all street pavement, curbs, gutters, sidewalks, landscaping, lighting, signs, <br /> underground utilities, and other improvements consistent with CSD Development <br /> Standards. Each Final Map shall have at least two access points from either an <br /> arterial or collector street. <br /> E. Allou ed Exception to the Standard Policy For Phased Improvements: The CSD <br /> General Manager may allow part of the street improvements noted in the condition <br /> above to be installed by the developer if the particular street falls along the border of <br /> the Tentative Map or separates the proposed phase with a future phase. Under this <br /> exception, the completion of the full street improvements will be the responsibility of <br /> future adjacent developments. When the lots facing onto Central Parkway are developed,the development construction <br /> plans shall include the construction of all of the Central Parkway street to the centerline <br /> of the right-of-way plus the remainder of the median and the inside lane on the opposite <br /> side of the street. Included with the street construction shall be all utility lines that are to <br /> be located under the street surface improvements. Residential driveways onto Central <br /> Parkway will not be allowed. Access shall be from local streets, common driveways, or <br /> alleys.
