the 1994 Master EIR was certified. No new development has been approved in the
immediate vicinity of the Mountain House New Community since the 1994 Master EIR
was certified.
The two significant, irreversible effects addressed in the 1994 Master EIR were the
following:
• Contribution to degradation of air quality
• Commitment of non-renewable energy resources for vehicular travel,
construction activity, and indoor climate controls.
These two significant effects are still applicable to the overall buildout of the Mountain
House New Community and to Neighborhood F which would contribute to these
cumulative impacts.
II.G. Finding: The County prepared an Initial Study and Mitigated Negative Declaration
and finds no additional significant effects that cannot be mitigated through the mitigation
measures addressed in the 1994 Master EIR and the Mitigated Negative Declaration for
the Neighborhood F Project in that feasible mitigation measures will be incorporated into
the Project to reduce potentially significant effects to a level of insignificance.
CEQA Requirements: CEQA Guidelines Section 15178 (b)states:A lead agency shall
prepare a mitigated negative declaration for any proposed subsequent project if both the
following occur:
(1) The initial study prepared pursuant to Section 15177 has identified potentially
new or additional significant environmental effects that were not analyzed in the
Master EIR;
(2) Feasible mitigation measures or alternatives will be incorporated to revise the
subsequent project before the negative declaration is released for public review
pursuant to Section 15073 in order to avoid or mitigate the identified effects to a
level of insignificance.
Statement of Fact: The County finds that the Initial Study did not disclose any
additional significant effects, additional mitigation measures or alternatives that were not
addressed in the 1994 Master EIR. Because the pending approvals are more specific than
the approvals pending before the County when the 1994 Master EIR was prepared and
certified, the Initial Study's discussion of the significant environmental effects and
mitigation measures is more specific. However, by their very nature and previous overall
discussion in the 1994 Master EIR,these are not new significant environmental effects or
new mitigation measures that were not addressed in the 1994 Master EIR.
13
