offsite roadway improvements through the Mountain House Transportation Improvement <br /> Fee (MHTIF) and the County's TIMF. <br /> Telephone. Telephone and cable service would be provided by the CSD who may subcontract <br /> with another entity to provide such service to residents and businesses within the project. <br /> Utilities/Pipelines/Easements. In accordance with the Master Plan, the CSD would be providing, <br /> through contracts with utility providers, all "dry" utilities to the site. All permanent dry utilities <br /> constructed within the community would be installed underground. The CSD would enforce all <br /> Master Plan assumed energy efficiency standards through contracts between the CSD and each <br /> utility provider. Trimark and merchant builders would be subject to all CSD standards_ <br /> Electricity is to be provided by the Modesto Irrigation District and gas service is to be provided by <br /> Pacific Gas & Electric Company. These two companies would be responsible for constructing the <br /> necessary infrastructure for these services. A natural gas regulator station is proposed to be <br /> constructed at the corner of Mountain House Parkway and Mascot Boulevard. A Modesto <br /> Irrigation District Substation is proposed to be constructed outside of the Mountain House New <br /> Community, west of the proposed water treatment facility (see Figure 7). Concerning gas service, <br /> the PG&E easement and pipelines that parallel the Mountain House Parkway corridor would be <br /> used for natural gas supply to the proposed project. Natural gas service would be tapped off of <br /> this line and routed through the subdivision. <br /> Within the boundary of the proposed project, there are several BBID easements for irrigation <br /> canals, ditches and water conveyance pipelines. These would be moved, removed or abandoned <br /> subject to review and approval of BBID and the CSD as part of site development. <br /> The PG&E Rio Tesla power line easement traverses the southeastern portion of the proposed <br /> project, crossing the industrial zoned properties along Mountain House Parkway. This easement <br /> and the power lines that are within the easement will remain in the community as described in the <br /> Master Plan. The 192-foot PG&E easement which paralleled the Rio Oso-Tesla line has been <br /> abandoned and quitclaimed to Trimark. <br /> Both Pacific Bell and PG&E maintain existing easements and lines that provide service to a <br /> neighboring farm facility east of Mountain House. These lines traverse the proposed project in an <br /> east-west direction. These lines would be replaced with alternate service lines frdom Byron Road <br /> to continue services to this farm facility, and would be removed from the proposed project area. <br /> Fire Station. A permanent fire station is proposed to be constructed at the northeast corner of <br /> Mascot Boulevard and Central Parkway when 1,800 residential units are occupied or earlier (see <br /> Figure 4). An interim fire station and equipment is proposed to be operational prior to the issuance <br /> of the first building permit (other than building permit for the fire station) within the proposed <br /> project. The location of this interim facility is to be determined by the CSD and the Tracy Fire <br /> Department, in accordance with Master Plan standards. Development of all fire facilities would <br /> comply with the Mountain House Fire Protection Plan as determined by the CSD. <br /> Telecommunications. The CSD is currently in final evaluations and negotiations with the potential <br /> providers of telecommunications services for the community. Once selections are made and <br /> contracts negotiated, these services would be provided to the community. It is anticipated that the <br /> extension of services to the project would occur either through facilities within Byron Road or <br /> along Grant Line Road. A telecommunications facility hub, if required by the telecommunications <br /> provider, would be located and coordinated through the CSD. All telecommunications provisions <br /> would be constructed in accordance with CSD telecommunications requirements. All residential <br /> -9- <br />
