units and businesses would be equipped with interior telecommunications hook-up terminals. All <br /> telecommunication facilities constructed within the community would be installed underground. <br /> 6. Parks and Open Space <br /> The proposed project includes a 5-acre neighborhood park that would be located adjacent to the <br /> K-8 school. The general layout and design of the park is shown in the Special Purpose Plan for <br /> Neighborhood "F"which was adopted by the County Board of Supervisors. The school facilities <br /> and neighborhood park would be jointly used by the community and the Lammersville School <br /> District under a Joint Use Agreement signed by the School District and the CSD. Construction of <br /> the neighborhood park would commence no later than at the issuance of 50 percent of the <br /> residential building permits for the neighborhood, and would be completed no later than the time <br /> of issuance of 80 percent of the residential building permits. <br /> In addition to the neighborhood park, a mini-park that would be provided in the southwest sub- <br /> neighborhood of the proposed project, is being recommended and included as a condition of <br /> approval. The Master Plan (Section 7.2.11, Policy (f) and Implementation Measure (e)) requires a <br /> mini-park of a minimum of/2 acre when any portion of a proposed subdivision is located more <br /> than '/z mile from the edge of the nearest neighborhood park. A total of 50 housing units are <br /> greater than '/z mile from the neighborhood park so that pedestrians or bicyclists would have to <br /> travel more than '/2 mile from their home to the neighborhood park (see Figure 6). <br /> Note: It is staffs position that the '/z mile from the neighborhood park to a mini-park <br /> should be measured as a person would walk or bicycle in that the purpose for the <br /> measurement is to determine a traveling distance from the residence to the park. Trimark <br /> contends that the measurement should be taken "as the crow flies," without regard to <br /> walking or bicycling, or other travel distances. A small portion of the residential area of <br /> Neighborhood "F" in the far southwest corner, consisting of a portion of one lot, is greater <br /> than one-half mile from the edge of the neighborhood park, "as the crow flies." A small <br /> mini-park of one-half acre could be provided within the southwest residential area, or in <br /> the public facility parcel at the corner, to serve that area. The 3.1 acre public facility <br /> parcel is currently planned for a fire station, which could require only a portion of the site. <br /> Master Plan Policy 3.8(a) requires that fire stations be located in or near commercial <br /> areas, or adjacent to public parks. At this time the proposed fire station at the corner of <br /> Central Parkway and Mascot Blvd. is not directly located near a commercial area or <br /> adjacent to a public park. The location of a park in this area would be consistent with the <br /> Master Plan. <br /> Other facilities include a Neighborhood Recreation Facility just east of this neighborhood park. <br /> This facility is anticipated to include a neighborhood pool and related facilities. <br /> A temporary sports field for team play, about 15 acres in size, is proposed north of the proposed <br /> project, north of Mountain House Boulevard (see Figure 4). This sports field would be accessed <br /> by way of an extension of either De Anza Boulevard or Providence Street, both north-south <br /> roadways that would cross Mountain House Boulevard. The temporary sports field would have <br /> final construction plans completed prior to the issuance of the 500`h residential building permit. <br /> Completion of construction must occur prior to the issuance of the 800`h dwelling unit permit. <br /> 7. Schools & Childcare Facilities <br /> The proposed project includes an on-site K-8 school ("Wicklund School"). However, the timing for <br /> the construction of this school is to be decided by the Lammersville School District. At this time, <br /> complete design and construction drawings have been approved by the Sate of California. Until <br /> the school is completed, children would be bussed to interim facilities, to be funded by Trimark, at <br /> -10- <br />
