mid-block crossing north of the school due to potential health and safety hazards of children <br /> crossing at a congested entrance and bus stop, and resulting in potential traffic hazards. <br /> Transit stops are located in strategic areas along the arterial of De Anza and around the <br /> community center. A demand-responsive transit is required after the development of 25 units. An <br /> interim park-and-ride facility is also required as a condition of approval. Air quality measures are <br /> to be mitigated through a variety of mitigation measures and through the implementation of a <br /> Transportation Demand Management Program. <br /> A water system and a wastewater system are required to be developed and in operation prior to <br /> issuance of building permits, and permits have been obtained by the developer for these facilities. <br /> Storm drainage and flood protection facilities are proposed as part of the Tentative Map, including <br /> berms along the western edge of the project to protect it from any flooding and Mountain House <br /> Creek, and a water quality basin north of Byron Road to take care of first-flush pollution. The <br /> project will be phased and Final Maps in various sub-neighborhoods, with commercial, industrial <br /> and office also being phased, as market demand allows. All development will be monitored as <br /> part of the County's Monitoring Program, and as part of the CSD's Transportation Monitoring <br /> Program. Financing programs for public improvements and services have been established <br /> through adoption of a series of financing programs identified above. <br /> Special Purpose Plan Consistency <br /> The Neighborhood "F" subdivision map implements the Special Purpose Plan requirements <br /> adopted for the neighborhood center. Circulation to the neighborhood centers is provided by <br /> streets, paths, through-block connections and sidewalks. A neighborhood park is proposed as <br /> per the Specific Plan which will be designed in accordance with Specific Plan requirements and <br /> CSD Design Manual requirements. The design of the neighborhood park will be reviewed for <br /> consistency with Special Purpose Plan standards. <br /> The neighborhood commercial area consists of approximately three gross acres, or two and one- <br /> half net acres. This area includes both neighborhood commercial facilities at the corner of De <br /> Anza Blvd. and Wicklund Crossing, and a neighborhood recreation facility designated for a <br /> neighborhood swimming facility, between the commercial area and the park. These land uses <br /> provide for continuous public activity area for the entrance to Neighborhood "F" from De Anza to <br /> the park. The design of the neighborhood commercial area will be subject to further discretionary <br /> permit review and will be subject to Design Consistency Review Committee approval. <br /> The De Anza entry collector design, which is located between De Anza and the park along <br /> Wicklund Crossing, will provide for a continuous pedestrian oriented open space zone, with <br /> seating areas and landscaping opposite the neighborhood commercial area in the neighborhood <br /> recreation facility. The entryway design will be subject to requirements of the CSD Design Manual <br /> and consistency with the Special Purpose Plan through review of improvement plans. <br /> The residential areas across from the school park zone are low density as required by the Special <br /> Purpose Plan. And while no alleys are provided as may be allowed for, paired driveways are <br /> proposed to reduce potential access conflict areas along the collector streets circling the school <br /> and park area. Residential development will also be subject to design consistency review. <br /> Public Financing Plan Consistency <br /> The Master Plan requires that each discretionary Development Permit approval be consistent with <br /> the Public Financing Plan. The Mountain House Public Financing Plan set forth principals and <br /> policies with which discretionary development approvals within the Community must be <br /> consistent.
