If Trimark can show that it is not possible to reduce noise in outdoor activity areas to an Ldn of 60 <br /> dB along Mascot Boulevard and De Anza Boulevard, the Review Authority (i.e., the Planning <br /> Commission) could allow an exterior noise level of 65 dB Ldn. An exterior noise level of 65 dB <br /> Ldn along these streets could be accomplished by constructing sound walls that are 6 to 7 feet in <br /> height. Such sound walls would provide fencing for the rear yards of residential lots in <br /> Neighborhood "F." Sound walls of this height at this location would be consistent with Section 9- <br /> 1022.2 (c)(2), which allows fencing up to 7 feet in height in the rear or non-street side yard. <br /> Comment. Trimark would need to prove that a redesign of the subdivision, or the use of <br /> other mitigation measures consistent with the Master Plan, Specific Plan I, Public <br /> Financing Plan, and the Development Title, to reduce noise impacts to acceptable levels <br /> is not feasible. The Mountain House Neighborhood"F"Project Initial Study and Mitigated <br /> Negative Declaration,SCH#90020776 indicates, however, that if homes are set back <br /> farther from De Anza Boulevard and Mascot Boulevard and lot sizes are reduced, the <br /> desired noise levels in outdoor activity areas could be achieved. (Note: If lot sizes are not <br /> reduced but setbacks are increased, the Mountain House Neighborhood "F"Project Initial <br /> Study and Mitigated Negative Declaration,SCH#90020776 states that the desired noise <br /> levels could be achieved but at the expense of the"project's goals for affordable housing, <br /> non-auto related transportation and associated benefits regarding air quality and noise.") <br /> If Trimark does not prove to the satisfaction of the Review Authority that it is not possible to <br /> reduce noise in outdoor activitity areas to a Ldn of 60dB, one of the following actions would need <br /> to be taken: <br /> • Trimark would need to redesign the subdivision, or utilize other mitigation measures, to <br /> reduce exterior noise along Mascot Boulevard and De Anza Boulevard to acceptable levels, <br /> consistent with the Master Plan, Specific Plan I, Public Financing Plan, and the Development <br /> Title; or <br /> • Trimark would need to request a Mountain House Development Title Text Amendment to <br /> allow the construction of sound walls over 7 feet in height under certain conditions. <br /> Depth:Wldth Ratio. Table 9-310.3 of the Development Title requires lots in residential zones not to <br /> exceed a 3:1 Depth to Width Ratio. All residential lots in the proposed project comply with this <br /> requirement, except for the following lots: <br /> Lot# Depth Width Ratio <br /> 466 198' (avg.) 65' 3.05:1 <br /> 467 200' (avg.) 65' 3.08:1 <br /> 468 200' (avg.) 65' 3.08:1 <br /> A condition of approval is recommended to reconfigure these lots to bring them into conformance <br /> with the 3:1 ratio requirement. <br /> PLEP Consistency. <br /> Although technically a part of the Development Title consistency analysis,the proposed project's <br /> consistencywith the Public Land Equity Program(PLEP)is reviewed separately here. <br /> Findings: <br /> 1. The amount and location of public lands on the subject parcel are consistent with the <br /> Mountain House Master Plan and Specific Plan I. <br /> -23- <br />
