Subsequent Plans and Approvals to the proposed project and have concluded the proposed project <br /> is consistentwith the CSD Subsequent Plans and Approvals. <br /> Compliance With Alameda County MOU <br /> On August 8, 1993,San Joaquin County and Alameda County entered into a Memorandum of <br /> Understanding(San Joaquin County Resolution No.A-93-1047)for the Mountain House New <br /> Community. Approximately two years ago Alameda County met with the Master Developer(i.e., <br /> Trimark)and discussed traffic impacts and mitigation. Since that time there have been numerous <br /> meetings between San Joaquin County staff and Alameda County staff. More recently,the Master <br /> Developer has been included in these meetings. The parties to the MOU have met and conferred, <br /> and have exchanged information concerning traffic impacts caused by each county in the other <br /> county. To date a resolution has not been achieved;however,the MOU only requires the parties to <br /> meet and confer but does not require the parties to agree upon a course of action. The County finds <br /> that these meetings satisfy the requirement of the MOU and that,therefore,the MOU has been <br /> complied with. <br /> Environmental Assessment and Compliancewith Mitigation: <br /> The project,as conditioned,incorporatesthe mitigation measures recommended by the Mountain <br /> House Neighborhood"F"Project Initial Study and Mitigated Negative Declaration,SCH#90020776 <br /> (the"Mitigated Negative Declaration"). <br /> The Mitigated Negative Declaration has identified seven mitigation measures that would reduce <br /> identified impacts to less than significant levels. Five of these mitigation measures address traffic <br /> impacts and two mitigation measures address noise. (Note:Two of the traffic mitigation measures <br /> are not triggered by the project,but relate to subsequent subdivision approvals within the community. <br /> Implementation of these two mitigation measures is the responsibility of the County.) All seven <br /> mitigation measures are included in the Mountain House Neighborhood"F" Project Mitigation <br /> Monitoring Plan (see Appendix ) and Table I II-1 of Mitigated Negative Declaration. These seven <br /> mitigation measures constitute more specific mitigations at the project level of land use approval. <br /> They are incorporated into the proposed project as conditions of approval,as follows: <br /> • Mitigation measure TRAFFIC-1 is incorporated into the project by CSD Condition of Approval <br /> #64. <br /> • Mitigation measure TRAFFIC-2 is incorporated into the project by Community Development <br /> Department Condition of Approval#20. <br /> • Mitigation measure TRAFFIC-3 is incorporated into the project by Community Development <br /> Department Condition of Approval#21. <br /> • Mitigation measure TRAFFIC-4 is implemented through the County TIMF Program and will be <br /> included in the next revision to said Program. <br /> • Mitigation measure TRAFFIC-5 is implemented through the County TIMF Program and will be <br /> included in the next revision to said Program. <br /> • Mitigation measure NOISE-1 is incorporated into the project by Community Development <br /> Department Condition of Approval#27. <br /> • Mitigation measure NOISE-2 is incorporated into the project by Community Development <br /> Department Condition of Approval#2 and will be implemented with the issuance of subsequent <br /> building permits. <br /> Mitigation measure implementation will be monitored through both the communitywide monitoring <br /> and the mitigation monitoring programs adopted for the Master EIR (i.e.,the Mountain House Master <br /> Plan and Specific Plan I San Joaquin County Mitigation Monitoring Program–see Appendix 7)and <br /> the Mitigated Negative Declaration(i e ,the Mountain House Neighborhood"F" Project Mitigation <br /> Monitoring Plan—see Appendix 6) <br /> -25- <br />
