On August 17, the Planning Commission,after considering the matter fully, recommended that the <br /> Board of Supervisors approve the Mountain House Neighborhood"F"Project Initial Study and <br /> Mitigated Negative Declaration,SCH#90020776. On September 12, the Board of Supervisors <br /> approved said Mitigated Negative Declaration,as per Board Order No. B-00-1101 (see Appendix 5). <br /> In its motion of approval,the Board found that the Mountain House Master Plan and Specific Plan I <br /> Master Environmental Impact Report(MEIR),adopted November 10, 1994,to be adequate under <br /> CEQA(Section 15175 et seq of CEQA Guidelines,as per the CEQA findings and Appendix"A"of <br /> the Mitigated Negative Declaration,attached to the Board Order). The Board also found that <br /> comments on the Mitigated Negative Declaration had been adequately addressed. Finally,the <br /> Board found that the following is true concerning the proposed project: <br /> (a) The project does not have the potential to substantially degrade the quality of the <br /> environment, substantially reduce the habitat of a fish and wildlife species, cause a fish or <br /> wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or <br /> animal community, reduce the number or restrict the range of an endangered, rare or <br /> threatened species, or eliminate important examples of the major periods of California or <br /> prehistory as determined by the Mitigated Negative Declaration, Initial Study and staff <br /> report for the project; <br /> (b) The project does not have the potential to achieve short-term environmental goals to the <br /> disadvantage of long-term environmental goals as determined by the Mitigated Negative <br /> Declaration, Initial Study and staff report for the project; <br /> (c) The project does not have possible environmental effects which are individually limited <br /> but cumulatively considerable as determined by the Mitigated Negative Declaration, Initial <br /> Study and staff report for the project; and <br /> (d) The environmental effects of the project will not cause substantial adverse effects on <br /> human beings, either directly or indirectly as determined by the Mitigated Negative <br /> Declaration, Initial Study and staff report for the project. <br /> -26- <br />
