Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> Approve Major Subdivision Application No. SU-00-3,subject to the Findings,including the attached <br /> Supplemental Findings,and Conditions of Approval contained in this staff report. <br /> Findings <br /> 1. The proposed subdivision is consistentwith the General Plan,the Master Plan,any <br /> applicable Specific Plan,any applicable Special Purpose Plan,the Public Financing Plan, <br /> and any other adopted plan adopted by the County. <br /> • This finding can be made since the analysis conducted by County staff has found that <br /> the proposed subdivision,as conditioned,is consistentwith all applicable adopted plans. <br /> See Appendices 1 through 4 for the detailed consistency findings for the General Plan, <br /> Master Plan,Specific Plan I, and the Neighborhood"F"Special Purpose Plan. Refer <br /> also to the Supplemental Findings attached to the staff report. <br /> 2. The design or improvementof the proposed subdivision is consistentwith the General Plan, <br /> the Master Plan,any applicable Specific Plan and any applicable Special Purpose Plan. <br /> • This finding can be made since the analysis conducted by County staff has found that <br /> the design or improvement of the proposed subdivision,as conditioned,meets the <br /> requirements of the General Plan, Master Plan,Specific Plan I, and the Neighborhood <br /> "F"Special Purpose Plan.The design or improvement of the proposed subdivision <br /> provides a variety of housing opportunities for future residents as evidenced by the size, <br /> number,and distribution of lots for high density,medium density,and low density <br /> residential development. It meets the residential density requirements of adopted plans. <br /> It incorporates a coordinated system of auto, pedestrian,bicycle,and transit facilities <br /> that provides efficient access to commercial,industrial,and employment destinations <br /> within the neighborhood and outside the neighborhood.It includes a hierarchy of <br /> roadways capable of accommodating the transportation needs of the land uses <br /> proposed.It facilitates the objectives of achieving a jobs/housing balance,reducing air <br /> pollution,and conserving energy by locating employment centers(i.e.,office <br /> commercial,commercial,and industrial uses)in close proximity to residential areas. It <br /> creates a distinctive and livable neighborhood.It reinforces the importance of education <br /> by featuring the K-8 school as a primary design element.The design or improvementof <br /> the proposed subdivision has also been found to be consistentwith the CSD Design <br /> Manual and the CSD RoadwaylmprovementPlan, both of which provide greaterdesign <br /> detail and guidance for developmentin Mountain House consistentwith the policies and <br /> direction established by adopted plans. See the detailed consistency findings for the <br /> General Plan, Master Plan, Specific Plan I, and the Neighborhood"F"Special Purpose <br /> Plan in Appendices 1 through 4.
