The site is physically suitable for the type of development proposed. <br /> • This finding can be made since the analysis conducted by County staff has found that <br /> the site is physically suitable to accommodate;ne residential,commercial,industrial, <br /> and institutional land uses proposed. This analysis is based on the improvements <br /> proposed(i.e.,storm drainage facilities;interim storm protection facilities;interim <br /> discharge facilities;relocation,removal,or abandonmentof canals,ditches,and water <br /> conveyance pipelines;reuse of existing pipelines);the assessmentof hazards within or <br /> in proximity to the site(i.e., pipelines,abandoned gas wells,etc.)and the required <br /> compliance with all recommendations of the Condor Environmental site assessment <br /> submitted with the proposed project;the assessmentof the geology and soils of the site <br /> (i.e.,the Geotechnical Engineering Study for Neighborhood"F'); the assessmentof the <br /> hydrology and water quality of the site and the required implementation of conditions <br /> HYDRO-1, HYDRO-3, HYDRO-6,and HYDRO-8 of the Mountain House Neighborhood <br /> "F"Project Initial Study and Mitigated Negative Declaration,SCH#90020776; the lack <br /> of potential,significant impact to biological resources within the site(i.e.,the absence of <br /> important nesting or denning activity on or in the immediate vicinity of the site reported <br /> during recent surveys;the absence of special status plant populations or essential <br /> habitat for special status animal species reported during recent surveys;the absence of <br /> jurisdictional wetlands;the expectation that developmentof the site would not interfere <br /> substantially with the movement of wildlife or impede the use of any native wildlife <br /> nursery areas);and the mitigation measures that will be implemented to reduce <br /> potentially significant impacts to less than significant levels(i.e.participation in the <br /> SJMSCP[or, alternatively,the HMP]; TIMF, TDM, CMP participation).See the detailed <br /> consistency findings for the General Plan, Master Plan,Specific Plan I, and the <br /> Neighborhood"F"Special Purpose Plan in Appendices 1 through 4. Refer also to the <br /> Supplemental Findings attached to the staff report. <br /> 4. The site is physically suitable for the proposed density of development. <br /> • This finding can be made since the analysis conducted by County staff has found that <br /> the site is relatively flat, regularly shared,and adequate in size to accommodate the <br /> density of development proposed consistent with the Master Plan, Specific Plan I, and <br /> the Special Purpose Plan for Neighborhood"F."See the detailed consistency findings <br /> for the General Plan, Master Plan, Specific Plan I, and the Neighborhood"F"Special <br /> Purpose Plan in Appendices 1 through 4. Refer also to the Supplemental Findings <br /> attached to the staff report. <br /> 5. Neither the design of the subdivision nor any proposed improvements are likely to cause <br /> substantial environmental damage or substantially and unavoidably injure fish or wildlife or <br /> their habitat. <br /> • This finding can be made because the proposed subdivision,as conditioned,will be <br /> required to comply with the laws of U.S. Fish and Wildlife and/or the State of California <br /> Department of Fish and Game,and the SJMSVP(or,alternatively,the HMP). The <br /> proposed subdivision will also be subject to the MasterPlan and Specific Plan I <br /> Mitigation Monitoring Program and to the Mountain House Neighborhood"F"Project <br /> Mitigation Monitoring Plan(see Appendix 7 and Appendix 6). Refer also to the <br /> Supplemental Findings attached to the staff report. <br /> 6.
