Second Units: The proposed amendments delete references to second units within the Special <br /> Purpose Plan area. The Special Purpose Plan currently requires second units for the majority of <br /> lots fronting the school/park area. This was appropriate with if there were rear onsite parking <br /> access via alleys, but adds more potential traffic conflicts if driveways connect to the collectors <br /> circling the school park area. Second units are proposed to be scattered throughout <br /> Neighborhood F as per the second unit plan submitted with the major subdivision application. <br /> Bicycle Paths and Route Locations: The proposed amendments add clarification to 2.2.4 a) that <br /> Class I bicycle paths are located along arterial streets and Class III bike routes are located along <br /> with the Master Plan and Specific Plan 1 along with the CSD <br /> collector streets. This is consistent <br /> standards and guidelines for bicycle paths. <br /> Windrow Between School and Park: The proposed amendments state that a windrow shall be <br /> located between the school and park for wind protection and visual separation. This is consistent <br /> with the CSD Design Guidelines for windrows along neighborhood parks. <br /> Neighborhood Commercial: The proposed amendments state that the neighborhood commercial <br /> site is 2.56 acres rather than three acres. This amendment clarifies that the site is 2.56 acres of <br /> net area without the road right-of-way that is included in the adopted 3 acre gross area <br /> calculation. <br /> Garage Placement: The proposed amendment for garage placement clarifies that a minimum 5 <br /> foot setback of the garage from the front living area facade is required. This is consistent with the <br /> Mountain House Development Title. <br /> Environmental Assessment: <br /> A Mitigated Negative Declaration has been prepared for the proposed amendments to the General <br /> Plan,Master Plan, Specific Plan I and Neighborhood "F" Special Purpose Plan along with the <br /> Neighborhood "F" major subdivision application. These changes created by the proposed <br /> amendments do not by themselves create potentially significant impacts,nor do they cumulatively <br /> create additional significant changes,since the underlying project developmentarea,intensity of use, <br /> traffic and buildoutwill remain substantially unchanged. <br /> 7 <br />
