• The provision of electric, gas, and telecommunications services through contract provisions with the <br /> CSD,to be constructed prior to any development(Utility provided with some private funding) <br /> It is important to note that several of the above infrastructure improvements planned for Neighborhood F <br /> are proposed in the vicinity of existing identified wetland or creek areas, previously identified and <br /> addressed in the Final Environmental Impact Report prepared for the Master and Specific Plans. These <br /> include the potable water line along Byron Highway, force sewer main along Byron Highway, and five <br /> individual interim flood protection improvements in the vicinity of Mountain House Creek. It is also <br /> important to note that all of these various improvements are being designed to avoid any impact to any <br /> existing wetlands or the Mountain House Creek, in that all improvements are being designed to avoid <br /> contact with any delineated wetlands are other jurisdictional boundaries of the Army Corp of Engineers ' <br /> regulated Creek. All creek crossings are planned as "jack and bore" crossings underneath the Creek.,7 <br /> All flood protection improvements along Mountain House Creek are being designed to stay out of the <br /> jurisdictional regulated zone of the Creek to avoid impacts. <br /> In addition to the above facility provisions, the CSD will be working on interim transit services as <br /> required by the Master Plan and Specific Plan for demand-responsive transit to Tracy, as well as <br /> "Subscription Service"to out of community locations. <br /> It should be noted that although Trimark Communities currently intends to route water and sewer <br /> backbone lines through in-community properties not currently owned or controlled by Trimark via <br /> easements which are currently in negotiation, in the event easement negotiations are not successful, all <br /> required infrastructure lines can be successfully alternately routed through Trimark-owned properties to <br /> ensure service for the first neighborhood. All easement required otherwise have been secured and are <br /> have been submitted to the Community Development Department under separate transmittal. <br /> Trimark Communities understands that prior to Planning Commission consideration of the Tentative <br /> Map,that the following remaining Will Serve Letter conditions must be met through adoption by the CSD <br /> Board or County Board: <br /> • Ordinances establishing Fees and Charges per the County's Financial Implementation Plan, <br /> • Farm Irrigation Plan, <br /> • Road Classification Plan, <br /> • Domestic Water Plan, <br /> • Storm Water Master Plan, <br /> • Acquisition and Reimbursement Agreements, <br /> • Groundwater Collection Plan, <br /> • Plans, Specifications and estimates for the Treatment Plants. <br /> Drafts of all of these documents and plans are currently in negotiation between Trimark Communities and <br /> the CSD for final consideration. <br /> VII. PLEP CALCULATIONS <br /> In accordance with the County's Mountain House Public Land Equity Ordinance, the subdivision <br /> proposal includes the delineation of a series of public land areas including roadways, entry monument <br /> areas, a K-8 School site, a neighborhood park site, as well as the phase one requirements for delineation <br /> and ultimate dedication of both the Water Treatment Plant and Wastewater Treatment Plant sites. <br /> INLAJOR SUBDIVISION-TRACT 2925 PROJECT DESCRIPTION <br /> Page 6 <br />
