• Construction of temporary berms north of Byron Road to protect non-Trimark owned lands and to <br /> focus flows toward existing discharge locations into Old River. <br /> The interim storm water detention/discharge basin proposed just north of Byron Road will be designed to <br /> provide collection, retention and controlled discharge of small, frequent events that pose the greatest <br /> water quality concern. The interim basin will collect and retain the "first flush" waters created by either <br /> small storms or the first flows of larger storms to allow pollutants to settle in the bottom prior to <br /> controlled discharge over downstream lands and ultimately into Mountain House Creek and Old River <br /> pursuant to the California Best Management Practices Municipal Handbook, Treatment Control BMP's. <br /> The basin will also be designed to allow larger flows, including 100-year flows, to pass through the basin <br /> via a spillway weir. NOISE <br /> The Master Plan (Section 11.3.1 Policies) establishes maximum outdoor and indoor noise levels, which <br /> can be experienced by residential uses. Section 11.3.1 Implementation, identifies measures which must <br /> be taken to ensure that these standards are not exceeded. Specific Plan I evaluated the potential for noise <br /> impacts for Neighborhoods F, E and G. The Specific Plan concluded that if sound walls are constructed <br /> in accordance with Figure 4.1 of the Master Plan, and other mitigations, if necessary, along non-sound <br /> wall frontages could be proposed that minimized outdoor noise levels at property lines at or below 60 db <br /> Ldn (to no more than 65 db Ldn) and interior noise levels to 45 db Ldn, that noise impacts would be <br /> mitigated. <br /> In accordance with the Master Plan and Specific Plan policies,the neighborhood design for F incorporates <br /> the sound wall recommendations of Figure 4.1, namely the construction of soundwalls along residential <br /> frontages adjacent to De Anza, Mascot and Mountain House Blvd., and the construction of Central Pkwy <br /> incorporating the right-of-way, landscape treatments, and grading recommendations in the Master Plan. <br /> These measures as well as possible residential construction requirements (for the residential units facing <br /> Central Parkway) should mitigate any anticipated noise impacts from mobile sources. <br /> XXVI.WASTE IIANAGEIIENT <br /> The CSD will be providing, through contract with providers, all waste management services for the <br /> neighborhood. According to the CSD, the provider of these services has not yet been selected, however <br /> the CSD is currently in talks with potential providers. <br /> In accordance with the Specific Plan I and CSD service requirements, Trimark Communities will make <br /> available for the CSD, at the CSD's discretion, sufficient land within the overall 50-acre public site within <br /> the Old River Industrial Park area, for waste transfer and composting functions. <br /> XXVII. PARKS AND OPEN SPACE <br /> In accordance with the Master Plan, Specific Plan I and the Special Purpose Plan for Neighborhood F, the <br /> subdivision Map proposes the creation of a Neighborhood Park within the center of the neighborhood, as <br /> well as the identification of a preferred location for interim sports fields for organized team sports. Per <br /> the policy documents, construction of the Neighborhood Park will commence no later than at the issuance <br /> of 50 percent of the residential building permits for the neighborhood, and must be completed by the <br /> issuance of 80 percent of the residential building permits.
