MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> E. UTILITIES AND SERVICE SYSTEMS <br /> Utilities addressed below in the checklist questions include water and wastewater service, solid waste, and <br /> storm drainage. Storm drainage is also addressed below under"Hydrology and Water Quality" (Section <br /> J). Sewer and storm drain facilities for the project would be funded by user charges levied against all <br /> future properties by the Mountain House Community Services District(CSD). <br /> Domestic water service to the project site is to be provided by the CSD. The Byron Bethany Irrigation <br /> District(BBID), under contractual arrangements with the CSD, is providing raw water supply to the CSD. <br /> All land within Neighborhood"F"has been annexed to the BBID and CSD. New water facilities to be <br /> constructed include the following: raw water intake pump station along the California Aqueduct;raw <br /> water pipeline from the Aqueduct to the water treatment plant; and first phase of the water treatment plant <br /> treated water distribution lines from the treatment plant to the wastewater treatment plant and <br /> Neighborhood"F". The water treatment plant was subject to separate environmental review under a <br /> Negative Declaration. Thus, this Initial Study only evaluates potential impacts associated with extending <br /> water lines to the project site. <br /> As of July, 2000, a Senate Bill (SB 2095)was pending in the State of California regarding a requirement <br /> for the use of reclaimed water as part of the Subdivision Map Act process. SB 2095, as passed by the <br /> Senate, proposes that the Subdivision Map Act include a requirement that prior to approval of a tentative <br /> map, the legislative body of the city or county would have to first make a finding that recycled water is <br /> available to a subdivision. If such water is available, a condition must be put on the tentative map that a <br /> non-potable water system is required. Such recycled water would be required for golf courses, parks, <br /> greenbelts, landscaped streets and landscaped medians. At the time of preparation of this Initial Study, SB <br /> 2095 had not been formally adopted and signed into law, but is to take effect January 1, 2001 if adopted. <br /> Depending on the outcome and riming of this legislation,this project may be subject to such requirements. <br /> The CSD now has a provision for reclaiming water for storage and disposal north of Byron Road, under <br /> the terms of its permit with the Regional Water Quality Control Board. <br /> Wastewater service to the project site is to be provided by the CSD. A wastewater treatment plant would <br /> be constructed north of Neighborhood"F",just north of Byron Road within the boundaries of the <br /> Mountain House New Community(see Figure 3). The water and wastewater treatment plants for the <br /> project are being developed with private funding and plans for these facilities are currently(July 2000) <br /> being reviewed by the County Building Department. The CSD Board of Directors has accepted the <br /> construction plans and specifications for the treatment plants. As part of the proposed subdivision, these <br /> plants will be constructed on a phased basis. Other infrastructure to be constructed in phases includes: <br /> interim storm protection facilities and electric, gas and telecommunication facilities. <br /> Prior to approval of the first Final Map for the project, the infrastructure Master Plans or any revisions are <br /> to be approved by the CSD. These plans are to address storm drainage and flood control, water <br /> distribution and treatment, and sanitary sewer collection and treatment. A"will serve" letter from the CSD <br /> is required for public water, wastewater service, drainage and street lighting,prior to or concurrently with <br /> the filing of the Tentative Map for Neighborhood"F". This letter was submitted with Trimark's <br /> application. The"will serve" letter states that the following plans are to be adopted by the Board of <br /> Supervisors prior to Tentative Map approval: <br /> • Updated Financing Plan and associated financing ordinances and agreements <br /> • Farm Irrigation Plan <br /> C:1J0BSISJC\INPf1AL=YVINALINMALMMY-PARTI.DOC(7/20/00) 46 V.E.UTILITIES AND SERVICE SYSTEMS <br />
