MOUNTAIN HOUSE NEIGHBORHOOD'F"PROJECT INITIAL STUDY <br /> Potentially <br /> Significant <br /> Potentially Unless Less Than <br /> Significant Mitigation Significant No <br /> Impact Incorporated Impact Impact <br /> f) Be served by a landfill with sufficient permitted capacity to <br /> accommodate the project's solid waste disposal needs? <br /> g) Comply with federal, state, and local statutes and regulations <br /> related to solid waste? <br /> Environmental Checklist Explanations <br /> a) Exceed wastewater treatment requirements of the applicable Regional Water Quality Control Board? <br /> The project has been granted the necessary waste discharge permit from the California Regional Water <br /> Quality Control Board(Order No. 98-109). This permit was granted for the proposed wastewater plant <br /> that would be constructed north of the project site, north of Byron Road. The permit, granted in April of <br /> 1998, states that the monthly Average Dry Weather Flow(ADWF) shall not exceed 0.46 million gallons <br /> per day(mgd), with future expansion allowed to 2.75 mgd ADWF after specific conditions are met. <br /> Reclamation of treated wastewater would be allowed under specific conditions set by the RWQCB permit. <br /> The permit states that Phase I construction will require up to 239 acres of field for irrigation during dry <br /> months and a winter storage pond with 114 million gallons capacity. While portions of the 239 acres <br /> would be within the 100-year floodplain, no irrigation with reclaimed water would be allowed from <br /> November through March. <br /> The applicant's projection of wastewater quantities for the project has been performed in accordance with <br /> the CSD Development Standards. Based on the projected population and commercial, industrial, and <br /> school acreages, projected average dry weather flow rates would be 530,585 gpd. The initial phase of the <br /> wastewater plant would have a capacity of 225,000 gpd. The future second reservoir would increase <br /> capacity another 225,000 gpd(for a total of 450,000 gpd). An additional future plant expansion would be <br /> needed to meet Neighborhood"F"buildout requirement of 530,585 gpd(Sutton, 2000). <br /> Condition of Approval WASTEWATER-1: The Mountain House CSD shall provide proof to the <br /> County Department of Public Works that the wastewater treatment plant has adequate capacity <br /> to provide service as the community is built out: No final subdivision map shall be approved for <br /> any development that would exceed the available capacity of the wastewater treatment plant. <br /> b) Require or result in the construction of new water or wastewater treatment facilities or expansion of existing <br /> facilities, the construction of which could cause significant environmental effects? <br /> A new water and wastewater treatment plant would need to be constructed to serve this first phase of <br /> development of the Mountain House New Community. Both of these plants were addressed in the 1992 <br /> and 1994 EMS for the overall Mountain House New Community and applicable mitigation measures were <br /> identified for the Mitigation Monitoring Program at that time. In addition, the wastewater plant Use <br /> Permit-98-16 (which supercedes and replaces Use Permit Application No. UP-97-14)was approved by the <br /> San Joaquin County Planning Commission in June of 1999 and was the subject of a Negative Declaration <br /> under the California Environmental Quality Act.
