MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> The proposed water treatment plant was the subject of Use Permit UP-97-13 that also was approved by the <br /> San Joaquin County Planning Commission with a Mitigated Negative Declaration. Conditions of <br /> Approval were integrated into a Mitigation Monitoring Program for this plant, as was done for the <br /> proposed wastewater treatment plant. <br /> Both the water and wastewater plants are to be sized to meet only the demands of the projected buildout of <br /> the Mountain House New Community, and no development beyond the boundaries of the new <br /> community. The jurisdiction of the Mountain House Community Services District, which would be <br /> responsible for constructing and maintaining the two plants, is the same as the buildout boundaries of the <br /> new community as shown in the Mountain House New Community Master Plan. <br /> c) Require or result in the construction of new storm water drainage facilities or expansion of existing facilities, <br /> the construction of which could cause significant environmental effects? <br /> The storm drainage system to serve the proposed project would consist of catch basins, underground <br /> piping, open drainage channels, detention basins, and temporary flood diversion berms. Storm water <br /> would ultimately be discharged to Old River north of the project site. Existing agricultural ditches and <br /> drains would be abandoned in areas that would be subject to this first phase of development, as addressed <br /> in the report entitled Mountain House Farm Irrigation Drainage Report for Neighborhood "F"(Condor <br /> Earth Technologies, Inc., 2000). Pipes and/or open channels would be used to intercept and convey storm <br /> drainage, and would be designed and constructed to transport the 100-year, 24-hour storm event. The <br /> flood diversion berms would be placed along the eastern edge of Mountain House Creek(located just west <br /> of the project site) and a ditch is proposed along the entire western and southern edge of the project site <br /> (see Figure 3)to prevent flooding of the project site. <br /> To reduce water pollution during construction, the applicant would be required to obtain a National <br /> Pollutant Discharge Elimination System(NPDES)General Permit from the Central Valley Regional <br /> Water Quality Control Board at least 30 days prior to the commencement of construction. <br /> Interim detention basins would be located north of Byron Road to reduce peak flows downstream and to <br /> catch runoff during the time when its carnes the highest concentration of pollutants. Detention basin <br /> designs must conform to San Joaquin Public Works Department standards. Other storm water <br /> improvements are addressed in more detail in Section J of this Initial Study that includes recommended <br /> conditions of approval. <br /> d) Have s�ifficient water supplies available to serve the project from existing entitlements and resources, or are <br /> new or expanded entitlements needed? <br /> A new water treatment plant would be constructed north of Byron Road to serve the proposed project, and <br /> other future phases of the Mountain House New Community. The fust phase of construction of the water <br /> treatment plant would allow the treatment of up to 2.6 mgd in terms of"reliable capacity" and 6.0 mgd of <br /> installed capacity. Water would be supplied by the Byron Bethany Irrigation District(BBID). This first <br /> phase of development would require approximately 0.66 mgd average water demand, or 1.45 mgd <br /> maximum water demand, according to calculations prepared by the applicant's consultant, ECOLOGIC. <br /> The maximum 1.45 mgd water demand would be about 55 percent of the reliable capacity of the proposed <br /> water treatment plant, while the average daily demand(0.66 mgd)would be about 25 percent of the <br /> plant's reliable capacity. The plant's capacity has been designed to serve more than this first <br /> neighborhood in order to be cost-effective for serving future planned development within the new <br /> community.
