MOUNTAIN HOUSE NEIGHBORHOOD' 'PROJECT INITIAL STUDY <br /> exceptions are Grant Line Road(new)east of Byron Road and Tracy Boulevard north of Lammers Road. <br /> On seven roadway segments, significant impacts identified in the Master Plan EIR would no longer be <br /> significant under the revised 2010 analysis. These roadway segments include: <br /> 1. Patterson Pass Road south of I-205, <br /> 2. Patterson Pass Road north of Grant Line Road, <br /> 3. Grant Line Road(existing)east of Byron Road, <br /> 4. 11th Street east of I-205, <br /> 5. 11th Street east of Corral Hollow, <br /> 6. Middle/Arbor east of Tracy Boulevard, and <br /> 7. Stanford Extension east of Paradise Road. <br /> As noted above, the revised 2010 model did not include the new parallel roadway along the Middle <br /> Road/Arbor alignment between Mountain House and the City of Lathrop,which results in lower traffic <br /> volumes along Middle Road/Arbor east of Tracy Boulevard and Stanford Extension east of Paradise Road <br /> but higher levels on I-205 east of I-580. <br /> To mitigate the impacts on the new Grant Line Road, two options are available. Option one would require <br /> widening from two to four travel lanes. Option two would require adopting a higher level of service <br /> threshold for this facility. Level of Service D is the current standard for Grant Line Road inside of the <br /> Mountain House Community and within 1/4 mile from 1-205 in the Tracy Planning Area. Level of service <br /> C is currently the standard for the segment of Grant Line Road between the prior road segments. Under <br /> Option two the level of service for this segment would be changed to level of service D. If Option one is <br /> selected, the County would initiate discussion and coordinate with the City of Tracy regarding financing <br /> the improvements should the City of Tracy adopt the widening project in the future. Development within <br /> Mountain House would then pay its fair share of the improvements through participation in any County <br /> financing such as the TIMF. <br /> To mitigate impacts to Tracy Boulevard, north of Lammers Road, widening to four travel lanes would be <br /> required. With widening,this roadway would operate at an acceptable level of service. This widening <br /> project would be added to the San Joaquin County TIMF once improvement designs and cost estimates <br /> are completed;then development within Mountain House would pay its fair share of the improvements <br /> through participation in the TIMF. <br /> Further, the implementation of safety and operational improvements on the Altamont Pass west of Grant <br /> Line Road still results in LOS F after mitigation, which is similar to the findings of the Master Plan EIR. <br /> No additional findings for this significant, unavoidable impact are necessary for this Initial Study. <br /> c. Result in a change in air traffic patterns, including either an increase in traffic levels or a change in location <br /> that results in substantial safety risks? <br /> The development of Neighborhood"F" and the build out of the Mountain House New Community does <br /> not have a significant impact on air patterns. <br /> C:voeMC\TNmAL S=Y\MAL1NmALMUDY-PARn.D0C(7/700) 70 V.F.
