MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> Potentially <br /> Significant <br /> Potentially Unless Less Than <br /> Significant Mitigation Significant No <br /> Impact Incorporated Impact Impact <br /> h) Expose people or structures to a significant risk of loss,injury or <br /> death involving wildland fires, including where wildlands are <br /> adjacent to urbanized areas or where residences are intermixed <br /> with wildlands? <br /> Environmental Checklist Explanations <br /> a) Create a significant hazard to the public or the environment through the routine transport, use, or disposal of <br /> hazardous materials? <br /> Some minor amounts of hazardous materials associated with construction could be transported through the <br /> project site. The number of people exposed to such potential hazards would depend on the phasing of <br /> construction. In the first phases of project development, no residents would be residing at the site. In later <br /> phases of construction, some hazards could be present in association with the use and storage of hazardous <br /> materials at the proposed industrial areas along the site's eastern boundary. Residential development <br /> would be located west of these areas and agricultural uses would be located to the east. Such hazards <br /> would be less than significant due to existing federal and state regulations which govern the use, transport <br /> and disposal of such materials. <br /> b) Create a significant hazard to the public or the environment through reasonably foreseeable upset and <br /> accident conditions involving the release of hazardous materials into the environment? <br /> A potential exists for public exposure to explosives, fire, or the release of hazardous materials during <br /> railway accidents on the railway line crossing the northern portion of the Mountain House site, about <br /> 2,500 feet north of the project site evaluated in this Initial Study. An Emergency Operations Plan has been <br /> prepared by the County(January 1998)to account for the procedures to be undertaken in the event of an <br /> emergency. The distribution list for the Emergency Operations Plan included the Mountain House <br /> Community Services District,the San Joaquin County Sheriff's Office, the San Joaquin County Office of <br /> Emergency Services, and the Tracy Rural Fire Protection District. No significant impacts requiring further <br /> mitigation would be likely related to a reasonably foreseeable upset or accident involving hazardous <br /> materials. <br /> c) Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or waste within <br /> one-quarter mile of an existing or proposed school? <br /> The only use within one-quarter mile of the proposed elementary school site that could be associated with <br /> the emission of hazardous substances would be the proposed community recreation area that could include <br /> a large public pool. Chlorine tanks(gaseous form of chlorine)associated with this pool's disinfection <br /> system could create a potential hazard. If a leak occurred, a chlorine gas cloud could impact the <br /> neighborhood. Given existing industry standards and regulation, the potential for this impact would be <br /> less than significant. However, a Condition of Approval has been recommended to reduce the likelihood <br /> of such an accident. <br /> Condition of Approval HAZ-1: The disinfection system for the pool at the Neighborhood <br /> Recreation Facility shall be either liquid chlorine, bromine tablets, chlorine tablets, or other non- <br /> gaseous chlorine system of disinfection. The use, storage and transport of these materials shall be <br /> determined by applicable laws and regulations. Pool staff involved in water quality maintenance <br /> shall be educated and trained in the use of chemicals,proper storage and emergency response.
