The <br /> grading plan shall contain the information listed in the U.B.C., Appendix, Chapter 33, <br /> Section 3309, complete drainage details and elevations of adjacent parcels. Retaining wall <br /> details shall be submitted where applicable. Grading in excess of 5,000 cubic yards shall <br /> comply with Sections 3309.3 and 3309.4 for "Engineered Grading Requirements." (Grading <br /> that disturbs more than five acres will require a National Pollutant Discharge Elimination <br /> System permit.) <br /> 13. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax rolls, or <br /> up to an eighteen-month period, as the case may be. <br /> (Subdivision Map Act Section 66493) <br /> 14. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County Standards and shall be shown on the improvement plans. <br /> (Development Title Section 9-1150.2) <br /> 15. Access rights shall be dedicated and restricted for lots 1, 31, 32, 42, 43, 44, and 48 along the <br /> frontage of Linne Road. <br /> (Development Title Section 9-1150.5) <br /> 16. The streets which are stubbed for future extension will require temporary turnarounds. <br /> Provisions shall be made for removal of the temporary turnaround upon demand by the <br /> County, including security to ensure its removal. Adjacent property owners shall be given <br /> notice of the temporary nature of the turnaround and the provisions for removal in the future. <br /> (Development Title Section 9-1150.2) <br /> 17. Water meters shall be installed on all water services. <br /> (Board of Supervisors Order B-91-650) <br /> 18. An Offer of Dedication of ground water rights is required. <br /> 19. Annexation of the development into CSA 44-A mid 44-B for storm drainage, lighting, and <br /> water and CSA 44-B for sewer shall be required. The applicant shall be responsible for any <br /> fees required for annexation. <br /> 20. The Traffic Study has been completed, mitigation required by this project are as follows: <br /> a. A traffic light at intersection of Linne Road/Chrisman Road shall be required in the <br /> future. The developer's fair share percentage at Phase 1 is 6.8%, which shall require a <br /> payment of$ 13,600.00. <br />
