Pictures were taken identifying current dumping as evidenced <br />several piles of solid waste, including household garbage, tires, roofing shingles, brush, concrete <br />several old trucks, car parts, appliances, and old farm equipment. Similar wastes were noted <br />the neighboring property to the south (the property to the south located at 23201 South Santa F <br />Road, also referred to as the Lane Property). <br />On June 2, 1998, Steve Mindt an employee of the Environmental Health Divisi <br />conducted an inspection of the property. Pictures were taken from the roadway by Steve <br />(See Exhibit A, incorporated herein by reference). The pictures show that solid waste had <br />recently dumped on the property. The pictures show piles of organic waste(trees and bushes) <br />from landscaping, waste tires, and household solid waste that was accumulated on the property. <br />On June 3, 1998, Steve Mindt an employee of the Environmental Health Divisic <br />continued the inspection and investigation of the property with Tom Sweeso, a C <br />Enforcement Officer with the San Joaquin County Community Development Department, A <br />had previously been on that site, and employees of the California Integrated Waste Managen <br />Board, Brad Williams and Jerry Oberhelman. The site was viewed from South Santa Fe R <br />and from the Lane Property, and pictures were taken of wastes on site (See Exhibit <br />incorporated herein by reference). There were signs of recent dumping as evidenced by dig€ <br />and other earth work and piles of fresh putrescible material and mixed solid wastes. The volt <br />of solid wastes above ground on the Lynch property were estimated to be at least 800 ct <br />yards, contained in piles and scattered across the property. <br />The Environmental Health Division received a letter from Alan Coon, Attorney for <br />State Mortgage Co., Inc., dated June 17,1998. In the letter Mr. Coon indicted that Cal S <br />Mortgage Co., Inc. was the owner of the property by foreclosure. The letter questioned the n <br />for additional clean up, and requested that the County remove the Notice of Substanc <br />Building (See Exhibit C, incorporated herein by reference). <br />The Environmental Health Division received a letter, dated June 19, 1998 from J <br />Page 2 <br />
