The letter was regarding the June 3, 199E <br />inspection of the property located at 23023 South Santa Fe Road and the property located a <br />23201 South Santa Fe Road, also referred to as the Lynch Property and the Lane Property <br />respectively. The letter and accompanying report entitled Solid Waste Cleanup Program -AE <br />2136 Site Investigation Report, contains details and types of waste observed at the site, and <br />statement of the historical waste types disposed of at this site, including possible hazardou, <br />wastes (See Exhibit D, incorporated herein by reference). <br />On June 26, 1998, the property history was researched at the County of San J <br />Community Development Department Planning Division. It was determined that the Lynch <br />the Lane properties were part of the Synder Dump prior to being sold and split. <br />On June 29, 1998, Steve Mindt and Alan Biedermann of the Environmental <br />Division were on-site to determine the property line between the two properties. <br />Environmental Health Division was unable determine the exact location of the property line. <br />property line has been an issue of debate between both property owners. <br />On July 24, 1998, the Environmental Health Division sent a letter dated July 16, 1998 <br />Delta Funding Ltd, PTP c/o Cal State Home Loans/M. Rabena, at P.O. Box 7636 Stockton, <br />95207. The letter contained an order to cease and desist any further unauthorized disposal <br />solid waste on the property (See Exhibit E, incorporated herein by reference). <br />On October 6, 1998, a meeting was held at the Environmental Health Division in <br />to the subject property. Present at the meeting were DeeAnne Watkins and Robyn Drivon <br />County of San Joaquin County Counsel Office; Jack and Elsie Merenda of Prudential Real <br />Services; Alan Coon Attorney for Cal State Mortgage Co., Inc.; Jerry Oberhelman of <br />California Integrated Waste Management Board; Mike Huggins, Robert McClellon, and S <br />Mindt of the Environmental Health Division.
