The following documents condition the design and operation of this <br />facility: <br />1. Waste Discharge Requirements #73-183 - Issued by the California <br />Regional Water Quality Control Board Central Valley Region. <br />2. Use Permit #U-73-9 issued by the San Joaquin County Planning <br />Department. <br />E. Land within 1,000 feet of the site is zoned as follows: <br />1. GA -5 - General Agriculture. <br />2. EA -5 - Exclusive Agriculture. <br />F. This facility's operations are currently in substantial compliance <br />with State Minimum Standards as determined by a physical inspection <br />made on June 5, 1978, except that they violate Sections 17639, 17648, <br />17656, 17658, 17660, 17666, 17667, 17668, 17670, 17703, 1-7706, 17711, <br />17727, 17741. <br />G. San Joaquin County has no solid waste management plan, but this site <br />was established before August 18, 1974, therefore no finding of need <br />and necessity from the State Solid Waste Management Board is required. <br />H. This permit is consistent with the State Minimum Standards in that <br />the following conditions establish an appropriate schedule for com- <br />pliance with those Standards. <br />C. L. . CONDITIONS: <br />A. Requirements: <br />1. The operation and design of this facility must comply with <br />all of the State Minimum Standards for Solid Waste Handling and <br />Disposal. <br />2. The operation and design of this facility must comply with <br />all federal, state, and local requirements and enactments. <br />3. The San Joaquin Local Health District reserves the right to <br />require additional information concerning the design and <br />operation of this facility. <br />B. Prohibitions: <br />1. The following actions are prohibited at the facility: <br />a. Scavenging. <br />b. Open burning. <br />C. Disposal of large dead animals. <br />d. Disposal of hazardous waste not approved by California <br />Water Quality Control Board Central Valley Region and <br />the San Joaquin Local Health District. <br />e.
