A minimum of a four foot high, four stranded, barbed wire <br /> fence shall be required. <br /> 2. Acceptance of Incoming wastes shall be subject to manifest rcv|cw. <br /> Sampling and field testing capability shall be available and utilized <br /> as required for non-routine loads to ensure proper characterization ' <br /> of wastes, <br /> 3.
